HomeMy WebLinkAboutMINUTES - 12131988 - S.3 Tot BOARD OF SUPERVISORS FROMt Supervisor Tom Powers Contra Costa DATE: County December 13, 1988 SUBJECT' Request Board Opposition to Administrative Changes Recommended by Contra Costa 'Transportation Authority SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION f' RECOMMENDATION: That the Contra Costa County Board of Supervisors oppose administrative amendments recommended by` the Contra Costa Transportation Authority, December 7, 1988, regarding the appointment process of the Regional Transportation Pljanning Committees (RTPCs), whereby the Authority would change the definition of. "elected officials" to "elected citycouncilmember,,s and mayors". BACKGROUND: 1. On December 7, 1988, the Contra Costa Transportation Authority voted to recommend amendments to their administrative code which would; if finally adopted, change the process by which the RTPCs origitlally appointed representatives to the Transportation Partnership Commission (TPC) . 2. The new Authority was established pursuant ' to SB 142 and the original proposal adopted for the TFC. The original process, whereby " representatives were appointed by the RTPCs to the TPC, provided only that those representatives be "elected officials" appointed by their jurisdictions .tolserve on the RTPCs. This process' was, in effect, adopted by the Board of Supervisors, in concurrence withEthe cities, when they established the Authority. 3. As proposel'd by the Contra Costa Transportation Authority on December 7, 1988, "Authority, members appointed from the RTPC must be elected city councilmembers or mayors. . . ." This was a last minute amendment from the Administrative Oversight Committee to the TPC. I'. Supervisor Schroder advised that he understood that it was the unanimous agreement of the Southeast Regional Committee that "elected official" mean citycouncil person or mayor.
