Costa December 12, 1988 �J�'^ DATE; SUBJECT: Status Report, on Various Child Care Issues I SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION �I RECOMMENDATIONS: 1. Endorse an application to the State Department of Education by the Community Development Department in an amount not to exceed $25, 000 for the coordination of local child care resources, recognizing the need for a 25% match of cash or in-kind contribution and a commitment to continue the coordination program after the first year. , 2 . Request the Director of Personnel to advise employees more frequently of the availability of the child care resource and referral services through the Contra Costa Child Care Council. 3 . Authorize the; Director of Personnel to negotiate a contract with the Contra Costa Child Care Council to continue the employee information and referral program and return a. proposed contract to the Board of Supervisors by not later than January "31, 1989 . 4. Request the 1: Director of Personnel to explore various alternatives to make an available and affordable sick child care program; available to County employees and return a proposed program to the 1989 Internal Operations Committee by the end ofi.' February 1989. I� 5 . Request the Director of Personnel to reflect in the next contract negotiations with employee organizations the changes which have previously been approved by 'the Board of Supervisors in the use of personal and family sick leave which remove the limitations on the use of family sick leave and allow anl, employee to use his or her accumulated sick leave interchangeably for either personal or family sick leave purposes. 6 . Request the Contra Costa Child Care Council to continue to explore theli possibility of a recreation program for adolescents which can both help meet the recreational needs of our young people and, hopefully, provide a source of revenue for the Child Care Fund. When information is received on the impact of the proposed child care tax credit legislation, request the County Administrator to report his findings and conclusions to the 1989 Internal Operations Committee. I 8 . Remove as referrals to our Committee the following child care referrals: ( 1) Child care ordinance implementation/monitoring dated January 26, 1988; ( 2) Sick child care and GAIN participant child care dated January 26, 1988; ( 3 ) Child care issues dated February 23 , 1988 referring to the 1989 Internal Operations Committee the proposal for �a sick child care program referenced above' and the .report from the County Administrator on the impact of the child care tax credit legislation and the ongoing responsibility to be a liaison with and provide staff support to the Child Care Task Force. BACKGROUND: On October 4, 1988; the Board of Supervisors approved a number of recommendations from our Committee relating to child care and requesting further+I information from County staff. We met with a number of child care advocates and staff from the Personnel and Community Development Departments and the County Administrator' s Office on December 12, 1988 . We reviewed a number of reports, from which we have formulated the above recommendations. The State Department of Education has indicated that it will make at least 10 grants to cities. and counties for child care coordination programs very similar to the work we are attempting to carry out withl! the Contra Costa Child Care Council. These grants, which cannot exceed $25,000 each, must have a 25% match of cash or in-kind services. There must also be a good faith effort on the part of the County to continue -the program after the first year. We believe the County should. apply for these funds which would help greatly in financing various aspects of our current child care coordination program with the Contra Costa Child Care Council�11. The Personnel Director reported that the first year' s experience in the child care information and referral program for County employees has not resulted in as many requests for referrals as was anticipated. �It was generally agreed that what is needed is more time and more and better publicity to County employees on the availability oIf. these services. The Director of Personnel also noted that the lack of available licensed vocational nurses and their cost made their use in a sick child care program impractical. However, other suggestions are being explored and we expect a report on other alternatives to be reported t,'o the 1989 Internal Operations Committee in February. The Board of Supervisors has already agreed to combine personal sick leave and family sick leave for employees so that an employee can take off as much earned sick leave time as is required for legitimate use in caring for an ill child or other family member. What is needed now is to include this change in the contracts thatwill be negotiated with employee organizations this coming spring and summer. We have been discouraged in I', I Page 3 looking for opportunities to develop a public/private partnership whereby the County and a private firm could cooperate in developing a recreational program for adolescents, the proceeds of which could be used to finance the Child Care Fund. We would like the Child Care Council to continue to look for such opportunities and !;bring them to the attention of the Board of Supervisors if ands when such an opportunity appears to be a real possibility. We believe that our Committee has made a great deal of progress in the area of Child Care during 1988. We look forward to seeing similar progress made during 1989. p. �I i I. P j' I� i. I I, i I
