Interim Commercial Airline Access Plan
and Regulation for Buchanan Field Airport
December 13, 1988
Page 2
REASONS FOR RECOMMENDATION/BACKGROUND:
On June 2, 1987 the Board of Supervisors adopted the Interim
Commercial Airline Access Plan and Regulation for Buchanan Field
Airport. Since this time, all scheduled air service has operated
under this Access Plan.
During the period this Access Plan has been in effect, the Public
Works Department contracted for a comprehensive noise study ( "150
Study" ) . This noise study has been substantially completed. The
Study found that under our current Plan, no residential units were
affected by the 65 CNEL noise contours . The current Plan limits
large scheduled service to seven flights per day. The study
further projected the noise contours for 16 scheduled flights
per day. No residential units will be impacted by the 65 CNEL
noise contour under the maximum projection. There are currently
between four and six residential units that are impacted by the 60
CNEL contour. Under the maximum projected usage of the Airport,
the consultants have determined that there would be approximately
eight residential units in the 60 CNEL contour. None of these
findings are a statutory basis for limiting airline access .
It is the recommendation of the Aviation Advisory Committee that
the Access Plan be readopted for an additional year. Public Works
Department staff concurs with this recommendation.
