Early Childhood Mental Health Program, Inc. for Preschool
Mental Health Outreach Teams in East and West County
SPECIFIC REQUEST(S) OR RECOMM]ENDATION(S) & BACKGROUND AND JUSTIFICATION

I . RECOMMENDED ACTION:
Approve and authorize the Chairman to execute on behalf of the
County, Novation Contract #24-309-9 with Early Childhood Mental
Health program, ", Inc. in the amount of $114 ,495 for the period
July 1, 1988 through June 30 , 1989 for provision of assessment
and early intervention services for preschoolers and their fami-
lies and case and program consultation and training services for
preschools and l�child care providers in East and West County.
This document includes a six-month automatic contract extension
from June 301, 1989 through December 31 , 1989 in the amount of
$57 ,248 .
II . FINANCIAL IMPACT:
This contract is fully funded in the Health Services Department
Budget for 1988- 89 (Org. #5952.x , for the East County Mental
Health Team Program and Org . #5978 for the West County Mental
Health Team Program) , including a $3 ,475 cost of living increase
provided by the,', Board of Supervisors for Contractor ' s employee
salaries and wage-related cost increases . The contract payment
limit is funded by State Short-Doyle Federal Block Grant, and
County funding, estimated as follows:
$ 54 ,302 Federal Mental Health Block Grant Funding
33 ,042 State Short-Doyle Funding
27 ,151 County Funding
$114 ,495 Total Contract Payment Limit

III . REASONS FOR RECOMMENDATIONS/BACKGROUND:
This contractor) has been providing these mental health program
services under an automatic extension of the FY 1987-88 Contract
#24-309-7 (as' amended by Contract Amendment Agreement
#24-309-8) . Novation Contract #24-309-9 replaces the six-
month automatic extension under the prior contract.

This contract,,, provides an important early intervention outreach
program. Services are given on-site to troubled preschoolers
identified by preschool staff and child care providers. The
ability of preschool and child care staff to effectively handle
difficult children (and all children) is enhanced by the
learning that takes place in collaborating around meeting the
needs of the identified "troubled child" in the preschool/day
care environment. The West County Preschool Mental Health Team
Program is provided as part of the West County Community Mental
Health Center (CMHC) Programs.
