SUBJECT: Approval of FY 1988-89 Novation Contract #24-243-13 with � �1�
R .E.A.C.H. Project, Inc. for Drug Abuse Prevention,
Intervention, and Treatment Services in East County
SPECIFIC REQUESTS) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION:
Approve and authorize the Chairman to execute on behalf of the
County, Novation Contract #24-243-13 with R .E.A.C.H. Project,
Inc. in the amount of $66 ,741 for the period July 1, 1988
through June 30', 1989 for provision of drug abuse prevention,
intervention, and treatment services in East Contra Costa
County. This document includes a six-month automatic contract
extension from ; June 30 , 1989 through December 31 , 1989 in the
amount of $33 ,371 .
II . FINANCIAL IMPACT:
This contract is fully funded in the Health Services Department
Budget for 1988-89 (Org. #5936) , including a $3 ,838 cost-of-
living increase which was provided by the Board of Supervisors
for contractor' s employee salaries and wage-related cost
increases. The'; contract Payment Limit is funded by State Drug
Abuse Program and County funding, estimated as follows:
$47 ,692 State Drug Abuse Program funding
19 ,049 County funding
$66 ,741 Total Contract Payment Limit
III . REASONS FOR RECOMMENDATIONS/BACKGROUND:

This contractor has been providing these mental health program
services under an automatic extension of the FY 1987-88 Contract
#24-243-11 (as amended by Contract Amendment Agreement
#24-243-12) . Novation Contract #24-243-13 replaces the six-
month automaticjextension under the prior contract.
This program continues to be an effective school/community-based
model of service to youth, individuals and families with drug-
related problems in the East County communities . It is a
program with a, long-standing record of accomplishment and a
model for generating community support and funding from such
sources as the City of Antioch, Antioch Unified School District,
and community-based funding sources.
