CONTRACT FOR 'LEGISLATIVE REPRESENTATION
SPECIFIC REQUEST(S) OR RECONIMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:

Approve and authorize the County Administrator to execute on
behalf of the County a contract with Jackson/Barish & Associates
to perform legislaiative representation for the County during the
period January 111 1989--December 31, 1989 in the amount of
$65, 000 plus not to exceed $3000 in actual and necessary expenses
for services as specified in the service plan which is attached
to the contract.
BACKGROUND:

On December 6, 111988 , the Board of Supervisors approved a
Legislative Program for the County for 1989. Most of the major
items on that program will require the professional assistance of
a lobbyist in order to help insure their passage. For this.
reason, it is recommended that the Board of Supervisors again
contract with Jackson/Barish & Associates to assist the County
with its Legislative Program.
The Service Plan :, which is attached to the contract lists 21
specific items the County is interested , in getting passed in
1989. These items are taken directly from the Legislative
Program the Board approved on December 6, 1988 . It should be
emphasized that the County will not be sponsoring each and every
one of these items and taking the primary lead to insure their
passage. Im some�ll cases, CSAC will sponsor similar legislation
which this Countyll can support, with our lobbyist assisting CSAC
in their efforts.11 In other cases, one or more other counties
will sponsor legislation similar to what this County wants so
that our effort will again be one of supporting the efforts of
that other county or group of counties. Some of the items will
be sponsored by this county and they will be the items on which
our lobbyist will�j spend. most of their time. It is difficult to
anticipate which 1lof these 21 items will form the bulk of our
lobbyist' s workload until we see what legislation is introduced. \
The County Administrator' s Office will keep the Board of

Supervisors advised of the status of each of the items covered

in the lobbyist' s "contract as well as the other items contained
in the County' s '' Legislative Program on which we are not
necessarily asking; our lobbyist to become involved at this time.
The attached Service Plan also includes a broadly worded item 22
which allows us to ask our lobbyist to represent the County on
other items which may come up during the year and to shift
priorities as necessary to respond to the quickly changing
environment in the Legislature during the Session. Also, since
this is the beginning of a two-year Session, items which are not
successfully acted on during 1989 can be treated as two-year
issues and acted on during 1990, the second year of the two-year
Session.
