November 30, 1988 County SUBJECT: Approval of FY ,1988-89 Novation Contract 424-429-5 with Tri-County Women ' s Recovery Services , Inc . for Alcohol Program Services SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize the Chairman to execute on behalf of the County, Novatilon Contract 424-429-5 with Tri-County Women ' s Recovery Services , Inc . in the amount of $166 , 995 for the period July 1 , 1988 ;through June 30 , 1989 for provision of alcohol residential program services for wdmen and children. This docu- ment document includes a six-month automatic contract extension from June 30 , 1989 through December 31 , 1989 in the amount of $83 , 498 . Ali qui II . FINANCIAL IMPACT : o This contract `is fully funded in the Health Services Department Budget for 1988-89 (Org. 45915 ) , including a $3 , 926 cost-of- living increase which was provided by the Board of Supervisors for contractoi,Fv s employee salaries and wage-related cost increases . The contract payment limit is funded by State Federal Block' Grant Women' s Set-Aside funding and County funding , estimated as follows : j $150 , 000 Federal Block Grant Women' s Set-Aside Funds 16 , 995 County Funds $166 , 995 Total Contract Payment Limit III . REASONS FOR RECOMMENDATIONS/BACKGROUND : This contractor has been providing these alcohol program ser- vices under an automatic extension of the FY 1987-88 Contract 4424-429-2 (as amended by Contract Amendment Agreements 424-429-3 and ,424-429-4 ) . Novation Contract 424-429-5 replaces the six-month automatic extension under the prior contract . These contract services are a vital and important part of the County ' s continuum of care for women (including women with children) who ;are having alcoholism area problems . Contract #24-429-5 Board Order Page 2 The State Department of Alcohol and Drug Programs granted Federal Block Grant monies for new women' s services on the basis of a highly competitive Request for Proposal in FY 1985-86 . Neighborhood House of North Richmond , Inc. submitted the propo- sal which was selected for funding by the State for a 15-bed recovery home to serve Napa , Solano , and Contra Costa Counties . The 15-bed alcohol residential recovery facility for women and children is located in San Pablo , California .
