Perhaps what was most repugnant about this decision was the rationale given to the effect that a program operator from another county (Solano/ Yolo) would not require as much lead time as Family Stress Center, which has vast experience in Contra Costa County Family assistance services. The Pittsburg Adult Center, which serves over 5,000 students works very closely with Ithe Family Stress Center, bringing help and support to hun- dreds of families. Because the Family Stress Center is such an integral part of our .Adult Education programs for families, they have the use of school district facilities, and work closely with the Adult Education Staff. Awardling this contract to an agency not familiar with family problems and 'p�rograms in this county, may be fine for the rest of the county, but flbr Pittsburg, this decision will mean that Family Preser- vation funds will not be in the hands of the program operator best pre- pared to delier Family Preservation Services in our community, and that program Iperator is the Family Stress Center. I urge the Board to consider doing the following: 1.) Request hat county staff re-open negotiations with Families First, Inc. , and modify the contract so that the Family Stress Center could be a sub-contractor with Families First, Inc. , for the pur- pose of roviding Family Preservation services in Pittsburg. This would allow Family First to retain the project, while allowing Family Stress to provide these needed services in Pittsburg. - 2 - 2.) Review the rationale and procedures used by Mr. Rydingsword and Mrs. Manning in arriving at their recommendations. Hopefully, such a re- view will help us avoid in the future a decision so detrimental to program and services already in place for families in the Pittsburg area. Thank you. Yours truly, qRicnd E.
