HomeMy WebLinkAboutMINUTES - 11081988 - 2.4 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on __ November 8 , 1988 by the following vote: AYES: Supervisors Powers, Fanden, McPeak, Torlakson, Schroder NOES: Non ABSENT: Non ABSTAIN: Non SUBJECT: Winer Relief Program The Board considered the report from the Social Services Director recomrIiending actions to be taken to implement the Winter Relief Proaramll (A copy of that report is attached and included as a part of this document. ) In response to an inquiry by Supervisor Schroder as to the status of he Volunteers of America Souper Center, Board members agreed to direct staff to review the matter. Sup rvisor Fanden commented on the potential of modular units in provi ing temporary shelter for the homeless, and suggested Merr thew Memorial Hospital as a potential site. Board members agreed to direct staff to report on the placement of the modular units t various locations in the County, including information onsize and hook-up costs. Sup rvisor McPeak advised of her support for shelters throughout the County, not limited to one location or part of the County. She spoke of the need to make a 60 day commitment (the months of December and January) to have in place temporary shelters for the homeless. Supervisor McPeak referred to the request. of CHART for a $100, 000 loan hat provides the up-front for temporary shelters. She noted that the Board' s action of October 18, 1988 needs to be clarified in that it was her intent that $50,000 would be a grant from the Count in advance to match what hopefully would be at least $50,000 from the community. She advised that she has received inquiies as to whether the County would be prepared to match dollar f�r dollar what is raised above the $50,000 and stated that she would be prepared to support this. APPtOVED recommendations of the Social Services Director relative to the Winter Relief Program as set forth in the attached report; 2 . DIRECTED Community Development and Social Services staff to review the potential of the Volunteers of America operating a Souper Center or like facility in the Richmond area; 3 . REQUESTED Community Development and Social Services staI�f to provide a detailed report to the Board on the potential placement of modular units for winter shelter at Merrithew Memorial Hospital and in other areas of the County; and 1 4. AGR ED to provide the $50, 000 originally designated as a loa to instead be used to match funds raised by the co unity, thereby allocating up to $100,000 for the Win er Relief Proram. Authorize Social Services Director to utilize National Guard armories as appropriate to shelter the homeless during the Winter Relief Program; 2 . Authorize the Chairman, Board of Supervisors, to meet with the Governor and Adjutant General, California National Guard to support and encourage the use of the armory property for placement of modular units on a temporary basis for homeless shelters; 3 . Authorize the Chairman, Board of Supervisors, to contact legislative representatives for purposes stated above; 4 . Authorize Community Development Director to enter into a f contract with United Way of the Bay Area to provide fiscal management of the Winter Relief Program; 5. Authorize Community Development Director to designate operators of the Wint r Relief Program Shelters; and 6 . Declare the week of December 4-10, 1988 as "Homelessness Week in Contra Costa County. " BACKGROUND: On October 18, 1988 the Board accepted a report on the County' s efforts to alleviate homelessness; directed that temporary shelters be established by December 1, 1988; and authorized a $100,000 allocation for t e purpose of establishing two winter shelters, $50,000 to be an advance loan and $50,000 County match for community fund raising efforts. We have been advised that the National Guard armories will be made available to shelter the homeless under certain conditions. As you know, the armories were used for a short period last winter. CLERK OF THE BOARD OF SUPERVISORS A COUNTY ADMINISTRATOR BY PUTY M382/7-83 -a- The Community Homeless Action and Resources Team (CHART) recommends that modular living units be leased and placed on the armory grounds in Concord and Richmond. These units would provide safe, healthful shelter and cou0 be used to segregate single men, single women and families. Furthermore, the use of such units would minimize disruption of the armories for routine purposes and relieve the shelter operators of clearing the armories each morning and setting up each night for the projected five months. The armory showers and restrooms would be used by the unit occupants. Initial meeting with National Guard representatives were not encouraging with respect to our use of modular units. Therefore, we are requesting that communication be authorized in additional channels to represent what we see as a win-win situation for both the National Guard and the County and its homeless. The Board has authorized $100,000 to be used to put the Winter Shelter Program in place and provide for a portion of its operation. The United Way of the Bay Area has agreed to be the fiscal agent for this program to receive, distribute, and account for donations. We are requesting uthority to negotiate an agreement for that purpose with United Way. Requests for proposals for operators of the shelters in Central and West County were distributed to those with the capacity to operate temporary homeless shelters. The deadline—for submittal was Friday, November 4, 1988. Upon this evaluation, the Community Development Director will negotiate a contract for shelter operation. We are requesti g that the Board designate the week of December 4-10, 1988 as "Homele.§s Week in Contra Costa County.
