Subject: NOTICES OF NONCONFORMITY OF AFFECTED PROPERTY OWNERS
FOR THE REDEVELOPMENT PLAN FOR THE PLEASANT HILL BART
STATION AREA PROJECT AREA.
The Contra Cosa County Redevelopment Agency RESOLVES THAT:
The Pleasant Hill BART Station Area Redevelopment Plan requires
the development of all land in the Redevelopment Project Area to
be in conformance with the Redevelopment Plan.
The Redevelopment Plan provides that the Agency may by
Resolution, require owner participation agreements to help
achieve such c nformity of development and that the Agency shall
determine such conformity and may select and designate those
properties which shall be subject to owner participation
agreements.
The Redevelopment Agency' s Rules to implement Preference to
Dislocated Businesses and Owner Participants in the Pleasant Hill
BART Station Project Area provide that the Agency shall notify
affected property owners as well as nonowners of the
nonconformity of property and the feasibility for owner
participation, and also set forth the procedures and schedules
for soliciting proposals from the owners as well as nonowners to
become master developer of the parcels.
NOW, THEREFORE, BE IT RESOLVED that the Contra Costa County
Redevelopment Agency hereby finds and determines as follows:
1. The present uses of the parcels shown in Exhibit A attached
hereto do not conform to the requirements of the
Redevelopment Plan in their current use as single-family
residential parcels with respect to parcel size,
utilization, and parcel configuration.
2. The parcels shown in Exhibit A should be assembled for
purposes of redevelopment so as to allow for integrated
development of the parcels primarily for high density
multi-family residential development as called for in the
Redevelopment Plan.
3. The owners of the parcels shown in Exhibit A shall be
notified of the nonconformance of their parcels and in
accordance with Section III A( 2 ) of the Agency' s Rules to
Implement Preference to Dislocated Businesses and Owner
Participants, the owners of the parcels shall be given the
opportunity to submit proposal to be selected as master
developer of the parcels shown in Exhibit A to redevelop the
parcels in conformance with . the Redevelopment Plan.
4. The Agency Staff shall prepare and distribute to all
interested owners and nonowners requirements for submittal
of proposals. All proposals shall contain the following
information which shall form the basis for selection of a
master developer:
a. ideity of proposal.

b. description of development team (including owner and
joint ventures or partners, architects, engineers) .
C. .if the development team includes partners or joint
ventuers or is to be carried out by a person or entity
who has entered into a purchase or option agreement
with the owner, the relevant joint venture partnership,
option or partnership agreement should be provided.
d. devel pment experience of members of development team.
e. finan ial information regarding the development team
inclu ing any financing commitment s or letter of
inter st in financing and evidence of the development
team" financial ability to carry out and complete the
contemplated redevelopment.
