I . RECOMMENDED ACTION:
AUTHORIZE theExecutive Director of the Housing Authority of the County of
Contra Costa to ent r into a service contract with the Pittsburg Adult Education
Center to continue the on-site program at El Pueblo from November 1, 1988 to March
31, 1989, and AUTHO IZE an expenditure of $700.00 per month for five months, or an
amount not to excee $3,500, of the service contract period, as recommended by the
Advisory Housing Co mission.
II. FINANCIAL IMPACT:
In continuing the removal of one unit from the rent roll in El Pueblo, as
previously approved by HUD, the Housing Authority will forfeit $182.94 average rent
per month which wou d be paid by a family. The additional $700.00 per month
assistance requested by the Pittsburg Adult Education Center would be funded through
the Local Managemen Fund.
III. REASONS FOR R COMMENDATION/BACKGROUND:
On February 9 1988 the Board of Commissioners voted to remove one unit from
the rent roll at El Pueblo, CA011005, Pittsburg, so that the Pittsburg Adult
Education could con uct an on-site remedial education and job training program for
the residents of th t Development. The Department of Housing and Urban Development
(HUD) authorized us of a vacant apartment as the on-site classroom until April 1,
1989.
This unique, n-site program was scheduled to run through September 30, 1988
and in early Septem er the participants of the program were notified that original
grant funds were ex austed and that September would be the last month classes would
be offered. On Sep ember 19, 1988 the Housing Authority received a petition signed
by one hundred and ive residents of El Pueblo requesting that on-site the classes be
continued. On Sept tuber 20, 1988 the Housing Authority received official
notification from tie Pittsburg Adult Education Center that attempts to obtain funds
to continue the El 3ueblo program had been unsuccessful and classes would be
discontinued as of ctober 1, 1988. However, Pittsburg Adult Education Center
indicated its willi gness to continue the program if financial support in the amount
of $700.00 per month could be obtained.

The Housing M nager at E1 Pueblo, the Program Administrator, classroom teacher,
students and significant number of El Pueblo residents agree that the program is
providing a valuabl and direct service to the residents of El Pueblo and should be
continued. This pr gram is also an integral part of the Management Improvements
under the on-going omprehensive Improvement Assistance Program taking place at El
Pueblo.
The Budget Co mittee of the Advisory Housing Commission met to discuss this
item and recommende that the Housing Authority fund the Pittsburg Adult Education
Center program at E Pueblo from November 1, 1988 to March 31, 1989. At its Regular
Meeting on Monday, ctober 17, 1988 the Advisory Housing Commission voted to
recommend authorize g the Executive Director to enter into a service contract with
the Pittsburg Adult Education Center to continue the on-site program at El Pueblo
from November 1, 19 8 to March 31, 1989 and authorizing an expenditure of $700.00 per
month for five mont s, or an amount not to exceed $3,500.00 during the service
contract period.
IV. CONSEQUENCES F NEGATIVE ACTION:
Should the Bo rd of Commissioners elect to not enter into a service contract
with the Pittsburg dult Education Center and not assist in the funding of the
program for afive onth period for continuing the on-site program at El Pueblo,
CA011005, Pittsburg, an opportunity to further the educational needs of the low
income familes residing in El Pueblo would be lost. Further, the Housing Authority
would be unable to complete one segment of its Management Improvements under the
on-going Comprehensive Improvement Assistance Program currently taking place at
El Pueblo.
