'TO •r ` -i OARD OF UPERVISORS FIRM: Mark Fi nucage C itra Health Services Director Costa DATE: October. 26, 1988 Cou* SUBJECT: Reclassific tion of Three (3) Licensed Vocational Nurses to Registered Nurse SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Approve reclassificati n of three (3) Licensed Vocational Nurse positions and incumbents to Register d Nurse - Entry Level as follows: Position Incumbent Work Site 54-1115-FT Kathy Fitzpatrick D Ward 54-494-FT Maritha De Werk D Ward 54-1574-FT Kelly Lasater A Ward FINANCIAL IMPACT: No financial impact on the County General Fund. Total salary increase for the three reclassification will be $639 per month; sufficient funds for which are allocated for nursing alaries. BACKGROUND: The Health Services Department has, as a matter of policy, reclassified to Registered Nurse, all Licensed Vocational Nurses who obtain licensure. The three incumbents have diligently pursued professional advancement with encouragement, work assignment accommodation, and tra1ning expense reimbursement by the department. They have now obtained RN licensure and have been very good employees, well-deserving of this professional advancement. They are very experienced in their current assignments and can most successfully advance into the Entry Level Registered Nurse role by remaining in those assignments and taking on the additional professional responsibilities of a Registered Nurse. This benefits both the employee and the quality of care for patients. The three incumbents a e permanent full-time employees with all the rights and benefits of that statu . The only vacant Registered Nurse positions to which they could advance are less than full-time with reduced rights and benefits. In the midst of the Conti uing nursing shortage, the department cannot retain these nurses, or the investment they represent, at the price of reduced net pay and benefits to the employes. Nor can the department expect to effectively cope with the constantly increasing patient census and acuity in the face of unnecessary turnover and vacancies. The department has discussed its plans with representatives of Local #l , giving assurances as to their long-term plans and discussing ways to enhance the utilization of Licensed Vocational Nurse level classes and employees.
