FINANCIAL IMPACT None. BACKGROUND/REASON FOR RECOMMENDATION The Bureau of Reclamation cleanup plan for Kesterson Reservoir calls for selenium contaminated water to be diluted with fresh water so that it technically meets water quality standards. Once diluted, the water would- be pumped into the San Joaquin River. In response to this, Congressman George Miller, Chair of the House Subcommittee on Water and Power Resources, introduced an amendment to a water authorization bill that would block the Bureau of Reclamation's actions. The Water Committee was informed of. this action at their November 2, 1987, meeting. The Committee recommended that a letter of commendation, signed by the Chair of the Board of Supervisors, be sent to Congressman Miller acknowledging his actions in halting Kesterson water releases to the San Joaquin River.
