SUBJECT: Revision to Water Conservation Landscaping Regulations
SPECIFIC REQUEST(S) OR RECOMMENDATION S) & BACKI ROUND AND JUSTIFICATION
RECOMMENDATION
Revise water conservation landscaping regulations to require at
least. one model home in a residential development be planted with
a low water using landscape and require developers to provide
water 'conservation information to buyers.
FINANCIAL IMPACT
No direct financial impact to County.
REASONS FOR RECOMMENDATION/BACKGROUND
The Water Committee at its November 2, 1987, meeting reviewed the
County's existing water conservation requirements for new devel-
opment. The Water Committee felt that additional requirements
should be placed on residential developments, since most of these
developments are currently exempted from the regulations.
Requiring residential developers to have at least one model home
which is planted with low water using plants and a maximum of 25
percent turf area will show prospective buyers that water con-
serving landscapes be attractive. Provision of landscaping plans
and distribution of water conservation literature will also pro-
vide for additional water conservation for,�. residences. These
revisions will enhance the effectiveness of the County's overall
water conservation program.

The original turf limitation section of the requirements are as
follows:
Turf Limitation
The maximum allowed tuff area (expressed as percent of
planted area) shall be 20 percent for industrial, com-
mercial, multi-family residential with common area, and
institutions. If turf is essential part of develop-
ment, such as playing fields for schools, a higher
percentage will be allowed. No turf shall be allowed
in median strips on roadways. It -is-reeemrnended-that

If a residential development has model homes, it is
required that a least one model home in the development
be planted with low water using plants and a maximum of
25 percent turf area. Additionally, , developers shall
provide buyers with landscape plans using low water
using plants and a maximum 25 percent turf area. The
developer shall also provide information about outdoor
water conservation by distributing pamphlets to buyers
regarding this subject. Such pamphlets are 'now avail-
able from local water districts and the State Depart-
ment of Water Resources. The County Community
Development Department will have samples of appropriate
types of pamphlets available. Landscape plans and
distribution of literature shall be approved by the
Community Development Department.
