SUBJECT: Authorization for Executive Director, Community Services Department,
to Execute Service Agreement 9637 for a Low Cost Energy Program,
named (Lt,,he Energy Doctor; between the County and Enercom, Inc.

APPROVE and AUTHORIZE the Executive Director, Community
Services Department, to execute, on behalf of the County,
Service Agreement 9637 between the County and Enercom, Inc. , in
the amount of $66,000 for the contract period November 1, 1987,
to December 15, 1987.
II. FINANCIAL IMPACT
Funds received from this proposed contract are not reflected in
the FY 87-88 budget, and shall be added through a forthcoming
appropriation adjustment.
III. CONSEQUENCES OF NEGATIVE ACTION
Failure to authorize this contract will result in the loss of
$66,000 in contract revenue to the department and 30 short term
jobs.
IV. REASONS -FOR RECOMMENDED ACTION
On October 23, 1987, PG&E awarded a Master Contract to Enercom,
Inc. , to provide low cost energy conservation services under a
program called the Energy Doctor. '(The department' s principal
energy program is called Project HELP. ) Enercom was advised by
PG&E to offer this subcontracting opportunity to the County
because of our good track record and excellent pass rate.
Enercom presented the offer to County on October 26, 1987, and
after negotiation a price per house serviced was set at $33.00.
This price covers labor cost and overhead. Materials will be
provided by Enercom. This "fast track" energy conservation
program will be restricted to five census tracts in the County
-- two in Richmond, 3150, 3361; two in Concord, 3602 and 3700;
and one in Clyde.
This program differs from the existing comprehensive Project
HELP in that it will be made available to all residents in
these census tracts, regardless of income circumstance and does
not insulate attics. This program will provide two months
employment for 30 people and will pr vide some energy conserva-
tion services for 2,000 low-income fr( es a d senio citizens.
