November 10, 1987 COA/ SUBJECT: REROOFING AT MERRITHEW MEMORIAL HOSPITAL (WPE571) �'I "7' SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDATION: Make findings that an emergency situation exists at Merrithew Memorial Hospital, that existing roofing, which is generally old and deteriorated, leaks in so many locations it cannot be effectively patched, and that the leaks are causing potentially unsafe conditions for patient care; direct the General Services Director to proceed with a reroofing project in the most expeditious manner pursuant to Section 20134 of the Public Contract Code and enter into any necessary contracts and declare that as an emergency, the project is not subject to the provisions of the California Environmental Quality Act. II. BACKGROUND The Director of Health Services has requested that defective roofing be replaced at Merrithew Hospital as soon as possible to avoid unsafe and unsanitary conditions at the hospital, caused by extensive roof leaks. The roofing has been patched for the past few years, rather than replaced, because there were insufficient funds for replacement. The latest rainfall, however, has demonstrated that the roofing has deteriorated to such an extent that patching cannot keep water out of operationally critical areas. For example, on October 28, 1987 , there were leaks in the Emergency Room, the Medical Ward, Pharmacy, Surgery Room 4, and in food preparation areas. The normal design, bid, construction process for replacing existing roofing would require four to six months. The Health Services Department considers such delay unacceptable. M382/7-83 Accounting BY ,DEPUTY Auditor-Controller It is possible to bypass the normal procedures for bidding the project and begin the project by the middle of November through the provisions of Section 20134 of the Public Contract Code, when the appropriate finds of an -emergency are made by the Board. It is recommended that the Board make such findings; direct General Services to proceed with the project; and enter into any necessary contracts; and declare that, as an emergency, the project is not subject to the provisions of the California Environmental Quality Act (Public Resources Code 21080) . 25000B10. 29B RDH:pg Page 2 of 2
