APPROVAL OF RECOMMENDATIONS FOR REFUGEE RESETTLEMENT P OGRAM County
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) a BACKGROUND AND JUSTIFICATION
T. RECOMMENDATION
Approve the County Welfare Director' s recommendations listed
below regarding the Refugee Resettlement Program:
1. That the County accept a transfer of management
responsibilities from the State, effective
July 1, 1988, for the Refugee Resettlement Program
(RRP) .
2. That the Social Service Department be designated as
the agency responsible for administering RRP
programs.
3 . That the Social Service Department maintain a
separate intake system, separate service programs,
and separate tracking of refugee cases rather than
incorporate the RRP funds in the GAIN system.
II. FINANCIAL IMPACT
Anticipated funding ( 100% Federal) for the period July 1, 1988
through September 30, 1988 is $140,172 . Funding through
September 30, 1989 is expected but the amount is unknown. at
this time.
III. REASONS FOR RECOMMENDATIONS
AB 2635 extends the Refugee Demonstration Project until
September 30, 1989, and permits transfer of management respon-
sibilities for Federal RRP from the State to the counties. The
Board received a survey dated September 28, 1987 from the State
Office of Refugee Services concerning the County' s intentions
for implementing the new, law.

Approval of Recommendations for
Refugee Resettlement Program -2- October 28, 1987
The County Welfare Director' s recommendations listed above are
based on the following considerations:
1. The Social Service Department already administers
the refugee Targeted Assistance Program (TAP) .
2. Taking over management responsibilities for RRP will
enhance efficiency and integration of programs.
3 . County Plans for both RRP and TAP can be developed
simultaneously. The TAP funding cycle has been
adjusted to coincide with the RRP start-up date of
July 1, 1988.
4. The Social Service Department will receive 15% of the
County' s RRP allocation to cover administrative
expenses.
