SUBJECT; AMENDMENT TO SOLID WASTE PLAN
SPECIFIC RE EST(S) OR RECOMMENDATION(S) & BACKGRC)UND AND "JUSTIFICAT16N
RECOMMENDED ACTION: Amend the Solid Waste Plan as requested
by mayors and city council members to include two Preserve'! sites.
BACKGROUND INFORMATION: Believing that the Solid Waste Plan
is deficient in not listing specific landfill site alternatives while
at the same time reflecting only limited capacity remaining within the
county, the city leaders have asked for an. amendment to the plan to
include up to two sites.
The. State Solid Waste Management Board will find our county
Solid Waste Plan much more. acceptable if we -have a listing of one or
more sites as "reserve" sites. The initiation of such a Solid Waste
Plan Amendment would have a further benefit -of. providing an
opportunity for consensus to form around the extremely controversial
and divisive landfill siting process. A significant number of city
leaders believe that the two applications that have been submitted are
fatally defective and would do great harm to the community within
which they have been proposed and to .the public facilities that would
be effected.
The cities appreciate the dilemma of the Board of Super-
visors needing to have some solution to our. capacity problem.
The circulation of this proposed ,amendment to the .Solid Waste Plan
through the cities would provide a valuable opportunity to determine a
level of consensus regarding ".back up" or "alternative" sites. Actual
city deliberation and votes on this amendment could provide signifi-
cant direction for moving the landfill siting process ahead in a
positive manner. The opportunity exists for a consensus to emerge on
one or more sites which would enable the processing of applications on
these sites to move forward expeditiously and effectively without
the divisiveness that has been the recent experience on the two
proposed sites in front of the Board at this' .time.

The motion which included amending the Solid Waste Plan to include additional sites failed
to carry. .

The two sites recommended for inclusion .in the Solid Waste
Plan amendment .are the Marsh Creek/Foskett site (VI-4B) * and the Bay
Pointe site (between- North Concord. and West Pittsburg next to. the Navy
base) ) . These sites .were recommended by the countyl.s Landfill Siting
.Task Force after they reviewed scores of sites across the entire
county.
In .making this recommendation, it -is 'also clearly recognized
that ;any final approval of a. landfill site by the Board of. Supervisors
willinvolve the full' EIR and public hearing process-I-and that any
site ;that .is ultimately approved by the Board of Supervisors and the
cities .must meet the test of being an environmentally sound site in
not having any fatal flaws identified through' that;. extensive '
environmental reporting and .public hearing process..

*In a .letter dated October 1, 1987; the' East Bay Regional Park
District indicated they would support the Bay Pointe site and they
would not oppose the Marsh. Creek site. Originally, the :'Marsh Creek
site" also included reference to the Round Valley area. This is not
included in the current proposed .site which is more than a mile from
Round Valley and hidden:by a ridge from that valley.
