Costa DATE: C Public Education Effort for , �Jo l.11 nInt/ y SUBJECT: Solid Waste Management SPECIFIC REQUEST(S) OR RECOMMENDATION S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: 1. Authorize our Committee to convene a meeting' on November .9, 1987, including representatives of the sanitary districts, those cities which franchise solid waste collection within their cities, managers .of the recycling centers within the County., . and the companies :with which the sanitary districts and cities contract for solid -waste collection within the County. The purpose of the :meeting is to discuss with the various entities the proposed public . education effort , recommended by the Solid Waste Commission, the content of,. the public education program, the priorities for the conduct of the public education program, and possible means of • financing the public education program. 2. Direct staff of the Community Development Department to send letters to those agencies and companies noted above, inviting them to the November' 9, 1987 meeting.. 3 . Direct staff of the Community . Development Department to.' prepare a Request for Proposals (RFP) for hiring a Solid Waste. Public Education Coordinator and have the RFP available. for discussion by the participants . at the November 9, 1987 meeting- BACKGROUND: On May 19, 1987, the Board of Supervisors approved a report from its Finance Committee requesting the Solid Waste Commission to work with staff on developing a program for Solid Waste Public Education. Staff .and the Solid Waste Commission were also asked. to meet with the private sector solid waste interests concerning funding the public education program. The Solid Waste Commission . has now prepared ..an outline in priority order of the elements which they believe should be in a • Solid Waste Public Education Program. . Our Committee reviewed this outline .,on October 26 and generally agree with the content and .the priorities placed on various elements of the Program. Education Program, . the type of person who should be recruited to head up the program, and -how the program should be paid for. It was noted by those present that the program can either be paid for by. the cities, by. the solid waste handlers who are franchised by the. sanitary districts, and cities,. or by a combination of the cities and private sector. One possibility discussed. was asking' each city (and the County) to pay 5 cents per capita for each. resident of. their respective city or unincorporated area of the County to be matched with a similar contribution from, the private; sector. Such a system should generate in excess of $70,000 for the first year' s expenses in getting the Public Education Program, underway.. We have attached for. the Board' s information the outline of the proposed Public Education Program. We believe that this is an excellent place to start in discussions with those public agencies which are responsible for the collection and, disposal of' the solid waste in the`.County and have, therefore, made the above recommendations. cc: Countv. SPECIAL SOLID WASTE EVENT - Organize a special event publi- cizing solid waste matters, similar to the Great California Resource Rally, sponsored by the California Waste Management Board in previous years. The Resource Subcommittee feels that this is the key to any public education effort and can be used as a "kick-off" for the entire program. 2. ELECTED OFFICIAL SEMINARS/CONFERENCES - Use any mechanism available that would provide elected officials with instruc- tion and information on their roles in solid waste matters. 3 . SCHOOL PROGRAMS - Create long term school programs that would provide education on solid waste management, possibly through the use of existing curriculum material developed by the California . waste Management Board. 4. SPEAKERS ' BUREAU - Provide a group that consists of Solid waste Commission members, County staff and industry repre- sentatives which would make presentations to various organ- izations concerning solid waste matters. Organizations might include service clubs, schools and business groups. 5. SURVEY/OPINION POLL - Survey or poll County residents as to their attitudes about solid waste management issues. 6. NEWSLETTER - Publish a newsletter/media article updating public officials and interested members of the public about solid waste activities in the County. The mail, newspapers, city and district newsletters and magazines could be utilized. 7. PUBLIC MEETINGS - Sponsor public educational workshops and meetings on solid waste matters. 8. CABLE TV ACCESS PROGRAMS/CHANNELS - Develop programs suit- able for use on local community access cable TV channels for public education. Existing programs developed by ABAG could also be used. The use of video might be coordinated with Speakers ' Bureau presentations to create a more informative approach. EW: jn 126:meeting.txt
