SUBJECT: Hearing on Development Plan #3005-87 and Subdivision #6919 for a
5 unit zero lot-line project in the El Sobrante area. (S.D. II )
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Accept the environmental documentation as being adequate.
2. Approve Development Plan, #3005-87 and Subdivision #6919 subject
to the conditions contained in Exhibit A attached hereto as
recommended by the County Planning Commission.
3. Amend Condition #11-C to read as follows: "Construct a
16-ft. , paved private roadway to County private road stand-
ards within a 20-ft. , easement to serve all parcels in this
proposed subdivision.
BACKGROUND:
1. On July 14, 1987, the Board of Supervisors rezoned the subject
property from Single Family Residential (R-7) to .Multiple
Family Residential and concomitantly approved Development Plan
#3005-87 and Subdivision #6919 as recommended by the County
Planning Commission. Attached is the Board Order certifying
the Board' s action on the project including the approved con-
ditions of approval.
Subsequently, staff learned that the conditions of approval
i .forwarded to the Board for the prior hearing were in error.
These conditions constituted an earlier set of conditions
•that were revised by the Planning Commission. The revised
conditions are contained in Exhibit A.

CONDITIONS OF APPROVAL FOR DEVELOPMENT PLAN FILE #3005-87 AND SUBDIVISION 6919
1. This application is approved for 5 residential lots as generally shown on
the revised site plans dated received April 23, 1987. A revised site plan
shall be submitted for the review and approval of the Zoning Administrator
prior to either issuance of building permits or filing of a final map.
2. This approval is contingent on final adoption of File #2706-RZ to M-12
zoning.
3. The proposed density, structure height, and setback variances are approved
as requested. They satisfy the required code findings contained in Section
26-2.2008.
4. Comply with the requirements of the County Geologist as follows:
At least sixty (60) days prior to issuance of grading or building permits,
submit a preliminary geology, soil and foundation report. The report shall
consider the potential impact of a nearby landslide on the site. Grading
and improvement plans shall implement recommendations of the approved
report. The final map shall cite the approved report.
5. Comply with the requirements of the Health Services Department.
6. A- revised site plan shall be submitted providing for:
A. The garage on Lot A shall be setback at least 3 feet from the southern
proerty line.
B;. A 4-foot wide planter shall be provided along the western side and
southern end -of the driveway, thus reducing the driveway width to 16
feet.
C. The private road, turnaround area and frontage planters shall be
located within an easement with equal access and maintenance respon-
sibilities attached to each lot. Prohibition of parking in the
private road and turnaround ara shall be clearly marked.
7. Each unit shall be equipped with an electronic garage door opener and with
a lighted street number that is easily visible from the private road.
8. A' project sign program shall be reviewed and approved by the Zoning
Administrator.
A project identification sign is permitted near the project entrance not to
exceed 6 square feet in display area nor 5 feet in height. Prohibition of
parking in the driveway and setback areas shall be appropriately signed.
At least 30 days prior to filing a final map, the applicant shall submit 3
alternative names for the„proposed private road for the review and approval
of the -Community Development Department, Graphics Section.

9. The irrigation system shall be an automatic system. A landscape/irrigation
plan shall be submitted for the review and approval of the Zoning Adminis-
trator. Approved landscaping shall be maintained in good condition at all
times. The plan shall be in accord with the adopted drought-resistant
plant guidelines. The plan shall include a perimeter and interior fencing
program. The fence along the southern boundary shall be a six foot masonry
wall . The fence along the eastern property line shall be a redwood fence.
10. Building elevation design shall be subject to final review and approval by
the Zoning Administrator. The applicant shall submit a palette of proposed
elevation materials and colors prior to issuance of building permits.
11. Comply with drainage, road improvement, traffic and utility requirements as
follows:
A. In accordance with Section 92-2.006 of the County Ordinance Code, this
subdivision shall conform to the provisions of the County Subdivision
Ordinance (Title 9). Any exceptions therefrom must be specifically
listed in this conditional approval statement. Requirements of the
Ordinance include the following:
1) Construct curb, 4-foot 6-inch sidewalk (width measured from curb
face), necessary longitudinal and transverse drainage, and
approximately 8 feet of pavement widening on San Pablo Dam Road.
The face of curb shall be located 15 feet from the widened right
of way.
B;. Convey to the County, by Offer of Dedication, 15 feet of additional
right of way on San Pablo Dam Road as required for the planned future
width of 110 feet.
C. Construct a 20-foot paved private roadway to County private road
standards, within a 25 easement, to serve all parcels in this proposed
isubdivision.
D� Comply with the requirements of the Bridge/Thoroughfare Fee Ordinance
i for the Richmond/El Sobrante Area of Benefit as adopted by the Board
of Supervisors.
E. Prevent storm drainage, originating on the property and conveyed in a
i
concentrated manner, from draining across the sidewalk and driveways.
F Furnish proof to the Public Works Department, Engineering Services
Division, of the acquisition of all necessary rights of entry, permits
and/or easements for the construction of off-site, temporary or
permanent, road and drainage improvements.

G. Comply with the drainage fee requirements for Drainage Area 73 as
adopted by the Board of Supervisors.
H. Prior to issuance of building permits, file the Final Map for
Subdivision 6919.
The following statement is advisory only and does not constitute a condition of
approval .'
