THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on _October 27, 1987 by the following vote:
AYES: Supervisors Fanden, Torlakson, McPeak
NOES: None
ABSENT: Supervisors Powers, Schroder
ABSTAIN: None

SUBJECT: Relocation of the Martinez-Benicia Toll Plaza
The Board considered the recommendations of Supervisor
Fanden as presented on the attached report relative to the
relocation of the toll collection plaza of the Martinez-Benicia
Bridge.
Following discussion, the Board agreed to approve the
recommendations as amended. Therefore, the Board:
1. ADOPTED a position opposing the relocation of the
toll plaza on the Martinez-Benicia Bridge to the
Martinez side of the Carquinez Strait until
further alternatives are proposed;
2. REQUESTED CALTRANS and MTC to consider all
measures to facilitate movement across the
existing and future bridges, including but not
limited to electronic toll reading and car pool
lanes;
3 . AUTHORIZED the letter to CALTRANS and MTC outlining
the position of the Board and requesting CALTRANS to
relocate the toll plaza to the southbound side; and
4. REQUESTED County Counsel to report on the process
required to amend the current bridge bonds.

SUBJECT: RELOCATING GEORGE MILLER JR. BRIDGE TOLL PLAZA WITHIN THE
VICINITY OF THE LUTHER GIBSON EXPRESSWAY
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
That .the Board of Supervisors go on record as opposing the
relocation of the toll collection plaza of the George Miller
Jr. , Martinez/Benicia Bridge to the Martinez side of
Carquinez Strait and favor locating this 18 lane toll plaza
within the vicinity of the Luther Gibson Expressway.
Further, that the Board requests CALTRANS and MTC to
thoroughly consider all measures to facilitate movement
across the existing and future bridges, including but not
limited to electronic toll reading, and car pool lanes.
That the Chair of the Board send a letter to CALTRANS
and MTC outlining the position of the Board.
Also that County Counsel report to the Board as to the
possibility of calling in the current bridge bonds.
BACKGROUND:
CALTRANS is in the process of designing an expansion to the
existing span as well as a new .span. It is timely that we
put forward our position.
Our industrial waterfront lands are too important to render
a large section of them useless by bisecting them with an 18
lane toll plaza.
Our industrial waterfront would be adversely affected by
relocating the toll plaza to this side.
