SUBJECT: REQUEST FOR PUBLIC REPORTS ON THE TYPE OF
WEAPONS & INTOXICANTS USED IN VIOLENT CRIME
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
REQUEST:
That the Sheriff/Coroner be asked to make regular annual
public reports on. the type of weapons and involvement of
intoxicants in violent crime.
BACKGROUND:
Recent increases in violence on our streets, highways and in
our homes, leads me to believe that the Board of Supervisors
must, once again, take a leadership role in drawing the line
on violence. See attached newspaper article published in
the West County Times.
On October 26 & 28, 1981 the Board of Supervisors held
ANTI-CRIME HEARINGS that were attended by hundreds of
community leaders, elected officials, criminal justice
representatives, individuals and health care providers .
These spokesmen all agreed in part that there are social
pressures out there causing people to rob and steal that
need to be recognized and addressed before a real solution
can be found. Three immediately come to mind: The first is
a chronic state of economic depression in the low income
communities which produces a mind set that theft of property
is a viable alternative to being poor all the time. A
second factor is the increase in the rate of unemployment in
:the poor and working class and especially among youth. The
.third factor contributing to violent crime is substance
abuse and resulting addiction or dependency which in turn
creates the economic need to buy those intoxicants.
Intoxicants and firearms pose a threat that is indisputable.
Statistically it can be proven that this is a lethal
combination. Hopefully, statistical information provided by
the Sheriff ' s Department on an annual basis will help us
battle this, growing threat to our families, friends and
neighbors .
