OBJECT: LEGISLATIVE MONITORING OF AB768 AND SB466
PECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
REQUEST:
That the County Administrator have our lobbyist in
Sacramento report to the Board on the status the following
bills:
That these bills be monitored until passage or defeat.
1) Assemblyman Burt Margolin's AB768 making the carrying
handguns in vehicle passenger compartments a felony.
2) Senator Howard Metzenbaum' s SB466, commonly known as the
Brady Bill. This bill would require a 14 day waiting
period before a handgun could be purchased. Tile time
allowed for police checks of prospective purchasers
would prevent at least some weapons from being
purchased by potentially violent people.
BACKGROUND:
The media has recently focused ort the deadly problem of-
armed motorists using firearms to attack other motorists.
Five deaths that I know of have been attributed to this kind
of violence. Two nonfatal attacks have taken place in our
county. This type of violence is directly linked to the
general availability and possession of firearms.
The Board of Supervisors has publicly taken a stand on
this issue and will not condone nor tolerate violence on our
highways and byways.
