SUBJECT: Contra Costa County Wine/Spirit Cooler Container Ordinance
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
That the Contra Costa County Board of Supervisors adopt an ordinance to
require that every wine cooler or spirit cooler container sold within
the county have a refund value of not less than five cents for
redemption by a dealer from the distributor. Although the Bottle Bill'
requires a one cent refund value, the local measure is modelled after
the system for refillable bottles. A five cent redemption value will
assure that the system will be self-sustaining.
County staff be directed to review the model ordinance adopted in Santa
Cruz County and draft an ordinance for Contra Costa County.
BACKGROUND:
California's recently implemented beverage container recycling law does
not include wine coolers or spirit coolers despite the attempt to
include them in the Bottle Law during the last legislative session.
As a result, wine coolers ultimately will find their way into the waste
stream in the same way as beer bottles. In the meantime, Californians
Against Waste have proposed that local governments adopt ordinances to
essentially include wine or spirit coolers in the state-wide recycling
program.
These efforts have resulted in ordinances adopted by Santa Cruz county
and the city of Davis, while other local governments are in the process
of introducing this measure.
