HomeMy WebLinkAboutMINUTES - 10271987 - 2.4 2 . 4 -THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on _October 27 , 1987 , by the following vote: AYES: Supervisors Powers, Fanden, Schroder, Torlakson, McPeak NOES: None ABSENT: None ABSTAIN: None ------------------------------------------------------------------ ------------------------------------------------------------------ SUBJECT: Method for Appointment of Director to the Mt. Diablo Hospital District Supervisor McPeak commented on the number of communications she has received from intested parties urging the appointment of a resident of Pleasant Hill to the Board of Directors of the Mt. Diablo Hospital District. She proposed setting a time on November 3 , 1987, to interview candidates living in Pleasant Hill who would be interested as well as qualified for the appointment. Supervisor Schroder advised that he would be interested in appointing a Director who has a business background. He noted that representation on the Hospital District Board is on a at-large basis and not subject to appointment from specific regions within the District. Following discussion, the Board agreed to open up the appli- cation process to qualified candidates living in the Pleasant Hill area with November 3 , 1987, at 11 a.m. fixed as the time to receive a 5-minute presentation by each candidate relative to their quali- fications for appointment. Lynn A. Tweedt, a candidate for the position, advised that she would be unable to make her presentation because of a prior commitment. She asked if it would be possible to allow her to speak at this time. Board members agreed. Ms. Tweedt then spoke on her qualifications. The Board then took the following actions: 1. INVITED qualified residents of Pleasant Hill to submit applications for consideration for appointment to the Mt. Diablo Hospital District Board of Directors, to be submitted to the Office of the Clerk of the Board by 5 p.m. , October 30 , 1987; 2. DIRECTED the County Administrator to prepare questions to be asked of each applicant; and 3 . OR RECOMMENDATION(S) & BACKGROUND AND.JUST]F ICATION RECOMMENDATION Adopt the. following statement as county policy: No county employee or volunteer shall offer, consume or be under the . influence of ' any alcoholic beverage during work hours in or- on any county owned or occupied facility or property. Consumption of alcoholic beverages in or on a county facility or property, for specified ceremonial occasions, may be allowed if. specifically approved in advance by the Board of Supervisors. All County Department Heads are responsible for enforcement of this policy. This policy also applies to the Contra Costa County Housing Authority and all special districts governed by this Board.. The policy does not apply to county facilities or property leased to other organizations. ' In such cases the terms - of the lease will govern the offering and/or consumption of alcoholic beverages in or on the leased facility or property. BACKGROUND The county has no written policy, other then provisions included in .various memoranda of understandingwith employee organizations, regarding the offering, consumption or being under the influence of alcoholic beverages on or in county facilities. This recommendation would establish policy prohibiting such activities. The reasons for adopting this policy include: 1. Reduction of liability exposure arising from actions of ..individuals who have consumed alcohol in/on county facilities. 2 . Reduction of the potential -for work inefficiencies resulting from the consumption of alcohol in county facilities. 3 . Reduction of the potential for poor public image of the . operation of county government.
