SUBJECT: APPROVING PROJECT ARCHITECT FOR FIRE STATIONS 3 AND 7, WALNUT"

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
1. REACTION
A. APPROVE the following firms as highly qualified to provide
architectural services for Fire Stations 3 and 7 in Walnut
Creek, listed in order of preference, as recommended by the
County selection committee: Jerry Loving, Architect &
Associates, Inc. , Walnut Creek, first; Interactive Resources,
Inc. , Point Richmond, and Davis Rica Associates, Pleasant
Hill, tied for second.
B. AUTHORIZE the Director of General Services to (1) negotiate
an appropriate agreement with the firm listed first for
architectural services at a price which the Director
determines to be fair and reasonable to the County, and (2)
if a satisfactory agreement cannot be negotiated, to formally
terminate negotiations with the first firm and undertake
negotiations with the other firms, in the order of preference
determined by the selection committee, until an appropriate
agreement is reached.
II. FINANCIAL -IMPACT:
Authorizing negotiations will have no significant financial
impact. Any agreement resulting from these negotiations will
be submitted to the Board for approval, and, if approved,
will encumber funds from a capital budget which will be
established for the fire stations. The budget will be
established with funds from proposed developer fees, from the
City of Walnut Creek, and from Special District Augmentation
Funds.
III. REASONS FOR RECONNENDATIONS/BACKGROUND:
A. On September 29, 1987, the Board considered a report from
the County Administrator on additional fire stations and
firefighters for Contra Costa County Fire Protection
District.

B. Subsequently, on instructions from the County
Administrator, the Fire District and the General Services
Department began the process for design and construction
of two new fire stations in Walnut Creek, Fire Station
No. 7 at 1050 Walnut Avenue and Fire Station No. 3 in the
Rossmoor/Tice Valley area. They invited six
architectural firms to interviews with an architectural
selection committee. The firms were invited after
consideration of various factors, including (1)
expressions of interest submitted to the Fire District,
(2) office location and ( 3) experience with fire station
projects. The interviews were held on October 13, 1987.
C. The selection committee included a Senior Planner from
the City of Walnut Creek, an Assistant Chief and an
Inspector from the Fire District, and the Supervising
Architect from the General Services Department.
D. The committee has recommended that the Director of
General Services seek authorization to negotiate an
appropriate agreement for architectural services with the
candidate ranked first and, if negotiations fail, to
negotiate with the other firms in the order of preference
established by the committee. Since two firms tied for
second rank, . the Director of General Services may
break the tie on the basis of scope of services and fee
proposals which might be negotiated with both second
ranked firms.
E. The firm ranked first is 45% owned by minorities, and 20%
of the professionals employed by the firm are minorities
(one of the professionals is minority and female) . 21%
of the professionals and 33% of the total staff employed
by one of the second ranked firms are minorities.
F. The County must proceed with an agreement for
architectural services because it does not have
sufficient staff to provide the services.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If this recommendation is not approved, the County will risk
delay in a project which will be funded, in part, by the City
of Walnut Creek, and which will be designed to provide
adequate fire protection in areas of Walnut Creek.
