SUBJECT: Authorization to Apply for Additional Funding aend the
Deadline for submitting the draft County Hazardous Waste
Management Plan
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
1. Authorize Chair to sign. a letter requesting the date that the ,
draft County Hazardous waste Management Plan is submitted to the
State Department of Health Services be extended from December 31,
1987 to March 31, 1988.
2. Authorize the Chair to sign a letter applying for additional
funding, available under AB 46, for the completion of the County
Hazardous Waste Management Plan.
FINANCIAL IMPACT
Additional cost resulting from the extension of the date the draft
County Hazardous Waste Management Plan will be due, will be offset by
additional funding available under AB 46.
REASONS FOR RECOMMENDATION/BACKGROUND
AB 617 (Tanner;- 1987) authorizes the State Department of Health
services to extend to March 31, 1988, the date when' the draft County
Hazardous waste Management Plan is required to be submitted. In
accordance with this law, the County must show the Department of
Health Services that it has made substantial compliance towards
completing the draft County Hazardous waste Management Plan and
additional time is necessary to complete the plan. Extending the date
when the draft County Hazardous Waste Management Plan must be
submitted to March 31, 1988, is necessary because the state Department
of Health Services has been late in distributing the hazardous waste
data necessary for the development of the plan.

AB 46 (Tanner: 1987) provides an additional 1.75 million dollars to
counties and Councils of Governments to. complete the County Hazardous
waste Management plan. In order to qualify for these funds, the
County is required to submit a workplan to the State Department of
Health Services demonstrating that there is a need for the funds in
order for the County to complete the essential elements of the
Hazardous Waste Management Plan. The amount disbursed to each County
will be based on the amount of hazardous waste shipped offsite by
hazardous waste generators within the County during 1985. Additional
funding will allow the County to prepare a comprehensive County
Hazardous Waste Management Plan.
