A companion request will follow: separately asking to establish new positions in both classes. The following background is provided. Clinical Nurse Specialist is an emerging new occupation within the pro- fession of Registered Nursing. The role is typically one of an advanced level Clinical Specialist with graduate academic training. They are vi.ewed. as a clinical expert on the psychophysiology of disease and fre- qu'ently provide professional practice direction to others within the area of their specialization. Attached is the following information documenting and describing the existence of this occupation in other jurisdiction: job descriptions from San Francisco, San Mateo and Alameda Counties; S.F. Chronicle Classified Ad from 7/19/87; material from Tulane University and the American Nurses Association describing the training and 'role of CNS's. We feel it is necessary to establish these classes of employment in Contra Costa County to enhance the overall quality of patient care provided to our patients. The availability of such highly skilled and trained persons would enable us to upgrade the skill level of our nursing and other clinical personnel over a period of time. Our need for specialized expertise and the above referenced resource materials supports an MQ consisting of a Masters degree; in Nursing and several years of specialized experience. A salary survey;we conducted (copy attached) also supports a pay range approximating that of Family Nurse Practitioner. The reason for two classes is that while the role is the same, the specialized emphasis is different (analygeous perhaps to the Mental Health Clinical Supervisor classes) . Attached find the above resource material together with a P-300 and two (2) draft specifications relating to this issue. Please shoot for getting this request on the 10/28/87 Board agenda.
