This i.,s a request to establish the above entitled new classification
and two positions (with offsets) . The following explanation is
provided.
Title ,XXII and JCAH requirements define the standards of dietary care to
be provided in acute care hospitals (copies attached) . In some instances
we have been unable to meet all these requirements with the present combin-
ation of staff in our Food Service Department which consists of Dietitians
and Institutional Service Workers. The problems occur with the latter
category of employees who are not trained to interpret and translate
physician diet orders properly or effectively monitor trayline assembly
for conformance with the approved patient menu plan. This prompted
Ellen :Mc Farland, our contract Food Service Manager, todevelop the attached
staffi„ng proposal . Availability of such a class would allow us to better
meet patient dietary needs and free up our Registered Dietitians from doing
some more routine duties to concentrate their energies on patients at
dietary risk.
In terms of classification considerations, this is an established occupation
in man'y other acute care hospitals. Evidence of that includes the attached
D.O.T. description of duties and specs from Alameda County, Riverside County
and John Muir Hospital : Also attached is a series of journal articles
elaborating on the distinction between Dietetic Technicians and Registered
Dieticians. Basically we see it as a paraprofessional level job higher
than a food service worker but lower than an R.D. Also attached is a hand-
written list of duties Ellen prepared together with a draft specification
we developed based upon those duties. We are recommending a salary 10%
above ISW-Lead level and 16% below Dietitian. This seems consistent with a
salary survey we conducted (copy attached) . Our proposed MQ' s are consistent
with what other employers require and are designed to provide us with someone
with some formalized training in the field. Although the American Dietetic
Association has a certificate program they sponsor (copy attached) , we feel such
a requirement in our MQ may be overly restrictive.
We do not anticipate any additional costs to implement this proposal . The
added ,salary costs of employing more highly paid persons will be offset by

a combination of position cancellations and reduced reliance on R. I .
ISW's:. The latter will result in part from the part time reassignment
of some Diet Office ISW' s back to regular food production and sanitation
work thereby obviating the need to schedule P. I . 's for some work shifts.
Since ;.the Dietetic Techs will use the same space and equipment as the
I .S.W. 's they are replacing, there will be no additional costs of this
type involved.
