Shared Housing Program for Single Parents
SUBJECT: Proposed by the Community Services Department +.
SPECIFIC REQUEST(S).OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION .
RECOMMENDATIONS:
1 . Request the -County Administrator to conduct a thorough
examination. of ..the proposed shared housing program for
: single parents as proposed by the Community Services
Department with particular emphasis on the following issues:
A. What precisely is the program being proposed and how.
will it operate?
B. How will the. program be .financed and to what extent are
the proposed budget figures considered reasonable and
realistic?
C. What impact will ,the proposed program have .on the other
programs and operations of the . Community Services
Department, particularly the contracts with the
delegate agencies,?
D. To what extent has the proposed program ,been discussed .
with the Social Services Department, Health Services
Department, and Contra- Costa County Housing, Authority,
and .to. what extent do those departments concur with the'
goals and :specific plans proposed by the Community
Services Department?
E. What level of liability insurance coverage is being
required of . those who will operate the shared housing
program, and to what extent will this program expose
the County to further. liability?
F. To what extent has this proposed program been discussed
with. the Family and Children' s Services , Advisory
Committee?
2 . Request the County Administrator to convene at least two
meetings to review and receive input on this' proposed
program; one including at least the. Social Services and
Health Services departments and Housing Authority, and the
other with the. delegate agencies which may be affected by
the proposed shared housing program.

3 . Request the County Administrator. to report to our Committee
November 9, 19.87 with his conclusions and recommendations as
a result' of investigating the issues raised above.
4 . Request. the Social Services Department to advise our
Committee on further steps that can be taken to encourage
family responsibility.
BACKGROUND:
On September 221 1987,, the Board of Supervisors referred to our
Committee' and to the Finance Committee a proposal from the
Community Services Department to establish a shared housing
program for single .parents. Our Committee met with the Director
of the Community. Services Department on October 12, 1987 to
review the proposed program.
While our Committee agrees with the overall thrust of the program
in reducing. the instances of unwanted pregnancy and . assisting
young mothers to obtain education and job training., we are
concerned about the .extent to which this program has been fully
discussed with and coordinated with the Social - Services
Department, Health Services Department, . and Housing Authority.
The proposed program has not been reviewed by FACSAC which has
historically had a .very genuine interest. in these areas.
Our Committee believes that this proposed program should result
in more focused ,attention on achieving the following .goals:
1 . General . ..support for the concept of family
responsibility and family support.
2. Involvement - of the responsible male partner, when
appropriate, in providing not only financial support,
but also parental and emotional support to the child.
3 . Reduction 'of unwanted teenage pregnancies.
4. Support. of the Board' s Challenge grant program and its
goal of reducing teenage pregnancy.
In our review of this proposed program we .raised a number of
questions and, concerns which are reflected in the above
recommendations.
