BACKGROUND:
See attached memo from Art Miner, Executive Director, Private Industry Council.
Our Committee has carefuly reviewed the recommendations of the PIC staff and the
qualifications of the nominated candidates, as well as the distribution and
balance of the PIC. Based on this review, we believe that the above
recommendations will provide the best possible balance to the PIC, retain
qualified and interested members, and improve the geographic and ethnic balance
of the PIC, and we urge the Board to approve our recommendations.

SUBJECT PIC APPOINTMENTS
The Board needs to make nine appointments to the Private Industry Council
(PIC) for positions whose two year terms expired on 9/30/87. The PIC
consists of 20 members of the following composition:

Education 2 Economic Development 1
Labor 2 Public Employment Service 1
Rehabilitation 1
The JTPA legislation requires the Board make its appointments from among
individuals nominated by organizations represented by each category. The
composition of the PIC is subject to review by the Governor, who periodically
certifies that our PIC is consistent with Federal and State legislation.
The PIC Chair requests the Board seriously consider those current members
that are interested in reassignment. Their attendance has all been good
and the PIC Chair believes continuity would be very helpful due to the
anticipated challenges of successfully integrating JTPA services with the
GAIN program and of implementing the expected new dislocated worker program
currently in the Congressional Conference Committee.
Staff would concur with the Chair's position and notes that the PIC
bylaws limit membership to three full two year terms. There are nine
positions available, the incumbents of seven are interested in
reappointments, and of those seven, this would be last terms for which
five are eligible. Therefore, staff's perception is that continuity has
not come at the cost of new perspectives and the Board can be comfortable
with the Chair's request.
The Board will have a total of 9 appointments from among 21 nominees
with the following distribution:

BUSINESS CATEGORY
The business representatives were nominated by the County Chambers of
Commerce, with Walnut Creek compiling the list. Attached (on yellow) is
a list of the thirteen business nominees.
Four of the current PIC members have been nominated for reappointment.
The PIC Chair believes the Board would be well advised to seriously
consider reappointing them, and staff concurs. Paul Witkay of Cardox and
Bill Sharkey of Shell Oil are both past PIC Chairs, this would be their
last term. Their historical perspectives are of value.
Timothy Thomason is the Vice Chair and one of only two business
representatives from the West County area. Willie Williams is the other
West County business representative, he is a minority businessman,
representation required on the PIC, he is also the head of the Contra
Costa Black Chamber of Commerce.
Carl Chen, the fifth business incumbent, declined to stand for
reappointment due to business time commitments. He was our second
minority business representative.
Carlos Bonilla and Joe Partida are viable candidates. Since Robert
Mimiaga promoted to the State Council, we have been without PIC
representation from the Hispanic Community. Both nominees are from East
County, and both have impressive credentials. Partida appears to be more
actively involved in business, he is the current head of the Contra Costa
Hispanic Chamber of Commerce, and he is a resident of the County -
Pittsburg. His credentials appear to be the more comprehensive of the
two. Staff definately believes one of the two should be added to improve
geographical and racial PIC representation.
Geoffrey Albertson is an employer who has hired our particpants. Alita
Fisher indicated restrictions about having the time when we last
contacted her. Eric Frank is a retired consultant, through his SCORE
participation he has been very supportive of our Business Resource
Center. John Matheis is actually a business agent for the Boilermakers
and has also been nominated for a labor seat. His real estate business is a
part-time side occupation.
In summary, staff believes the strongest five candidates are: Partida,
Thomason, Sharkey, Williams and Witkay.
EDUCATION CATEGORY
We received two names for the education position, Ron Stewart,
Superintendent of Schools, and Carlos Bonilla, Adult Education. Dr.
Stewart is a previous member and interested in being reappointed to the
third term. He has previously been endorsed by many of the other
districts. Dr. Carlos Bonilla apparently directly applied, we have
requested he obtain an endorsement from Liberty so it is clear he is truly
an agent representative of an educational community.
Dr. Stewart's position appears to be of greater potential to assist the PIC
in coordinating with the educational community and he appears the more
/7 viable candidate of the two.
•' LABOR CATEGORY
The Central Labor Council submitted thre nominations for the labor seat.

Farbara Ann Crisp, Executive Board, AFSCME - Local 2700
Both of the males are anglo, both represent the skilled trades. We do
little if any placement of the economically disadvantaged into entry
level jobs represented by the Building Trades. We do deal somewhat with
skilled trades workers in our Title III Dislocated Worker Program.
Currently, it is a small program with a limited state allocation. It is
not clear we will have many placements with AFSCME - Local 2700, but we
probably do deal with their career field. Also, in terms of overall gender
balance on the PIC, female members are in the minority, so the AFSCME
applicant would help maintain a female perspective on certain issues. Ms.
Colleen Swift, CWA, declined to apply for reappointment due to the time
commitments.
COMMUNITY BASED ORGANIZATIONS
We have one nominee - Annell Grove, Board of Directors for the Pre-School
Coordinating Council. Staff notified our extensive CBO mailing list of
the opening and her interest in being renominated. The lack of alternate
nominations is at least indicative of a lack of concern with her
representation. This would be her last two year term and she represents
a CBO involved in child care, a perspective valuable to the PIC on this
key issue.
EMPLOYMENT SERVICE
We have one applicant - Albert Brown, Office Manager for the Pleasant Hill
EDD Office. This would be Mr. Brown's second two year term. He has been
an asset to the PIC. The State as a matter of policy prefers to have local
EDD representation on local PLCs. Staff is unaware of any reason why the
Board should not consider him for reappointment.
