SUBJECT: Sturgeon, Water Marketing and Water Conservation �'11�
SPECIFIC REQUESTS) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
1. Authorize the Chair of the Board of Supervisors to sign a letter
to Dr. Kenneth W. Kizer, Director, California Department of
Health Services requetting them to investigate further possible
health effects of eating sturgeon caught in San Francisco
Bay/Delta.
2. Authorize the Chair to send a letter to the Federal Legislative
Delegation (Bay-Delta Region) urging them to take a- position of
no action with regard to the U.S. Bureau of Reclamation's
proposed water marketing until after the Bay/Delta hearings.
3. Authorize a request to allow the Contra Costa County Water Agency
in conjunction with the Contra Costa Water District and East Bay
Municipal Utility District to appear- before the Mayor' s
Conference to make a presentation on water conservation programs.
4. Authorize the Board of Supervisors to send a letter to all cities
in Contra Costa County to inform them of water conservation
programs and issues -currently taking place in the County.
FINANCIAL IMPACT
None.
BACKGROUND
1. On July 8, 1986 the Board of Supervisors requested that the
California Department of Health Services (CDHS) investigate the
health effects of eating sturgeon caught in San Francisco
Bay/Delta waters. The CDHS felt that a special study of sturgeon
was not necessary. The County' s Fish and Wildlife Study
Committee has met with several representatives from the CDHS
and have determined that the data used in making this decision is
inadequate to conclude that no studies are necessary. The Fish
and Wildlife Study Committee and staff feel that the situation
should be investigated and evaluated further and request that a
letter be sent to the California Department of Health Services
asking them to resume data collection and study analysis of
sturgeon in the Bay/Delta Region.

2. The Board of Supervisors Water Committee reviewed the actions of
the Committee for Water Policy consensus Bay/Delta Protections
and Standards Task Force and recommends that a letter be sent to
the federal legislative delegation (Bay/Delta Region) from the
Board of Supervisors. This letter would request the delegation
to take a "hands-off" position with regard to the Bureau of
Reclamation's proposed water marketing contracts until the State
Water Resources Control Board has completed its Bay Delta
Hearings and has- set new water quality standards. The Bureau of
Reclamation has available to it one million acre feet of water
that it can contract for sale. This water was made available for
sale by the Bureau following the signing of the Federal/State
Coordinated Operations Agreement.
3. & 4. The Water Committee requests that the Contra Costa County
Water Agency in conjunction with the Contra Costa Water District
and East Bay Municipal Utility District appear before the Mayor's
Conference to present water conservation programs and guidelines
that are currently being implemented in Contra Costa County. The
Committee also recommends that the Board of Supervisors send a
letter to each city in the County informing them of the current
water conservation efforts taking place throughout the County.
The Water Committee felt that with the possibility of a dry
year(s) ahead, cities and the county should begin to address
water conservation early on in order to be better prepared for
any water shortage crisis that may arise in the future.
