SUBJECT: Hearing on Rezoning Application 2727-RZ to rezone 13 acres of land
located at #1901 Miranda Avenue, in the Alamo area, from General
Agricultural (A-2) to Planned Unit District (P-1) and for preliminary
development plan approval for a 14 unit single family residential
project, filed by Bissell & Karn, Inc. (Applicants) and James
Banister, Jr. (Owner) .
SPECIFIC REQUEST S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Approve the Rezoning Application #2727-RZ along with
preliminary development plan as recommended by the San Ramon
Valley Regional Planning Commission.
2. Adopt the San Ramon Valley Regional Planning Commission's
findings as set forth in Resolution No. 52-1987 as the
determination for these actions, with conditions of approval
hereto attached.
3 Introduce the ordinance giving effect to the aforesaid
rezoning, waive reading and set date for adoption of same.

Robert Drake, Community Development Department, described the site,
commented on the project, the approval by the City of Walnut Creek and
the Alamo Improvement Association subject to certain conditions
including some concerns about the development of houses on the
ridgelines, the recommendation of the San Ramon Valley Planning
Commission for approval of the rezoning and preliminary development
plan and that before development could occur on the property they
would still need approval for a final development plan and tentative
subdivision map;
The public hearing was opened and the following people appeared to
speak:
Bob Graham, Manager of the Planning and Landscape. Architecture
Department of Bissell & Karn, representing Lee Bannister, complimented
Robert Drake and staff members for their work on this project and
commented on the amenities of the project and offered to make redwood
trees a part of the final landscape plan;
The public hearing was closed.
Supervisor Schroder agreed with the staff recommendation and moved
approval of the rezoning and preliminary development plan.
Therefore, IT IS BY THE BOARD ORDERED that recommendations 1, 2, and 3
are APPROVED and Ordinance No. 87-86 giving effect to the rezoning is
INTRODUCED, reading waived, and October 27, 1987 is set for adoption
of same.

CONDITIONS OF APPROVAL FOR 2727-RZ (SEVEN OAKS RANCH)
1. This preliminary development plan application is approved as generally
shown on exhibits accompanying the application as follows:
Exhibit A - Preliminary Landscape, Grading and Development Plan.
Exhibits B & C - Property Cross Sections.
2. Final development plan application shall provide a revised site grading
plan.
The plan shall identify:
A. The planned grading on adjoining properties.
B. The location and design of any planned trail facilities and trail
staging area.
C. Creek setback line per Title 9 of the County Code.
D. Provision of adequate guest parking spaces as common facilities.
3. The applicant shall provide conceptual residential profile and revised
landscape plans showing how the Lots 7 - 13 will be developed to maintain a
low profile appearance from adjoining properties. .Landscape plans shall
show proposed perimeter fencing.
4. An archaeological field reconnaissance report shall be prepared and
submitted to the Community Development Department. This report shall be
.prepared by a professional archaeologist who is certified by the Society
for California Archaeology (SCA) and/or the Society of Professional
Archaeology (SOPA) .
