HomeMy WebLinkAboutMINUTES - 10131987 - I.O.1 i THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on October 13, 1987 , by the following vote: AYES: Supervisors Powers, Fanden, Schroder, Torlakson, McPeak NOES: None ABSENT: None ABSTAIN: None --------------------------------------------------------=--------- ------------------------------------------------------------------ SUBJECT: Challenge Grants The Board received the attached report dated September 21, 1987 from the Internal Operations Committee recommending actions relating to the development and implementation of Challenge Grants. Reverend Mac R. Stanley, 1731 Mendocino Drive, Concord, appeared on behalf of the Human Services Advisory Commission (HSAC) and commented on the goals of HSAC in implementing the Challenge Grant Program. He referred to the need for 'staff support and urged the Board to approve an allocation of up to $50,000 for staff support for HSAC.. Supervisor Sunne McPeak expressed concern that the original concept of the Challenge Grant Program appeared to have been modified somewhat. She questioned the advisability of allocating $50,000 for staff support in view of the limited funds available for the Challenge Grant Program. Supervisor Tom Torlakson recommended that the Board approve a $25,000 allocation at this time and request the Finance Committee to review the progress of the program. He suggested that the Board could make a determination on- the additional allocation in six months. Board members being in agreement, IT IS ORDERED that the recommendations of the Internal Operations Committee relative to the process for development and implementation of Challenge Grants, as revised to allocate $25,000 to HSAC for administrative and staffing purposes, are APPROVED. IT IS FURTHER ORDERED that the Finance Committee is REQUESTED to monitor the program and review progress and possible additional allocation of funds in six months. Request HSAC` 'to• review . these initial'' guidelines 'with the Consortium proposed in the - ,attached . documents before . finalizing the. process. 3 . Request HSAC to continue to involve all concerned advisory boards in. the work of HSAC to insure they are involved in the development of the Challenge: Grants. -4. Remove'- the- $25-400. cap. on the use of the Challenge Grant• • funds - '.for administrative purposes imposed by - the Board' August 18., .-1987, -and allow the -expenditure of - up to $50,0.00 if needed for a full-time staff person and . appropriate clerical support with. -.the understanding' that any unneeded funds will be 'returned to be used as part -of .the Challenge Grants. 5. Authorize HSAC -to submit 'two applications 'for' Community Development Block Grant funds, each in the amount of $10,00.0 as described in the attached applications. 6. - - Direct HSAC to report to our Committee on December. 14, 1987 to- review .the final plan for the Consortium. BACKGROUND: ` In approving the Budget for °1987-88, the' Board approved the allocation of $200',000 for Challenge.-grants in the human services .area plus $25',000•.1or:' library acquisitions On- August 18, .the Board approved -a number of recommendations from our Committee; . including . asking the Human Services Advisory. Grant . Program. HSAC reported to our Committee September 21, 1987. . -, The attached time . schedule and process for implementing -the Challenge Grant . Program . was reviewed and approved by our Committee'. While concerns were'_ expressed by some individuals that increasing the cap on the -administrative expenses was using. up a significant -proportion of- .the Challenge Grant funds for administrative costs, our Committee was persuaded that because of the need' to contact and consult with a - large number of advisory 'boards and community agencies' and-. the responsibility to assist in . obtaining private sector matching funds for - the Challenge. Grants, it ' was appropriate that.. a- full-time staff person be .assigned for - this purpose. We have, .. therefore, . made the above recommendations.. : Our Committee will continue to monitor, this program- closely and will report back to the Board- again in December.
