Justification
I . RECOMMENDATION
AUTHORIZE the County Auditor-Controller to issue a warrant
in the amount of $220 ,000 . 00 payable to the Treasurer of the
United States , as the District ' s share of contributed funds
other costs , for the period October 1987 through December
1987 , for the Wildcat and San Pablo Creeks project .
II . FINANCIAL IMPACT
At this time the Flood Control District is required to make
first quarter FY 1988 payments for Wildcat and San Pablo
Creeks project as follows :
5 percent require.d project cost $125 , 000. 00
Contributed funds other ( relocations ) 95 , 000 . 00
TOTAL 220 , 000. 00

III . REASONS FOR RECOMMENDATION/BACKGROUND
On June 17 , 1986 the Board of Supervisors of Contra Costa
County approved and authorized the execution of a local
cooperation agreement with the Department of the Army for
the Wildcat-San Pablo Creeks Project . By the term's of that
agreement the Flood Control District is required to pay in
cash 5 percent of the Federal project cost and to provide
for the relocation of all road , bridges and utilities
required for the project . The Corps of Engineers has agreed
to include relocation work in the Federal project at 100
percent local cost to be paid as " Contributed Funds Other ."
Under current State law the local cost of relocation work
required for the Federal Wildcat and San Pablo Creeks
Project is 75 . 38 percent reimbursable by the Department of
Water Resources .
IV . CONSEQUENCES OF NEGATIVE ACTION :
Fai 1 ure to authorize the i ssuance of a warrant would be
cause for the Corps of Engineers to stop further work on the
Wildcat and San Pablo Creeks project .
