Spooner , Contracts Administrator Costa DATE: September 29, 1987 County SUBJECT: Approval of Amendment to the FY 1987-88 Federal Block Grant (West County CMHC) Renewal Application and the County Short-Doyle Annual Plan for Mental Health Services (Part A) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I .. RECOMMENDED ACTION : A. Approve the Amendment to the FY 1987-88 Federal Block Grant Renewal Application and the FY 1987-88 Contra Costa County Short-Doyle Annual Plan for Mental Health Services (Part A) to include funding for the West County Community Mental Health Center (CMHC) from the Federal Anti-Dr'ug Act of 1986 ( "War on Drugs" ) , and B . Authorize the Health Services Director or his designee ( Stuart McCullough) to submit said Amendment to the State Department of Mental Health . II . FINANCIAL IMPACT : This amendment increases the Federal Block Grant for the West County Community Mental Health Center by an additional $48, 898 in one-time-only "War on Drugs" funds , bringing the Block Grant amount to a new total of $1 , 519 , 846 for FY 1987-88 . No County matching funds are required . While approval of this Amendment to the FY 1987-88 Federal Block Grant Renewal Application does not obligate the County to make any expenditures , submission of the Amendment and approval by the State are required for the County to continue to receive full Block Grant payments and to receive the "War on Drugs" funds . III . REASONS FOR RECOMMENDATIONS/BACKGROUND : This one-time-only augmentation in the Federal Block Grant from "War on Drugs" funds ($48 , 898 ) will provide the following pro- ject activities during FY 1987-88 as part of the West County Community Mental Health .Center services . A County contract service provider will deliver a coordinated approach of community mental health outreach/promotion services linking mental health education and drug abuse prevention for 5th through 7th grade students in the Richmond Unified and John Swett School Districts (West Contra Costa County) . Dept. of Mental Health M382/7-83 13Y _ -,DEPUTY Amendment to FY 1987-88 Federal Block Grant Renewal Application for Mental Health Services Board Order Page 2 Emphasis will be on education-for-abstinence , with a. focus on potential mental health and physical health hazards , such as AIDS . Although intervention is currently being done in the high schools , this will be the first project focusing on a younger target population , with the goal of making a stronger impact earlier . The strategy will be to provide expert training and consultation to agency staff already working in the schools with counselors and teachers : Tri-Cities Discovery Center (Pinole) , New Connections (Crockett/Rodeo/ Hercules ) , West Contra Costa Youth Service Bureau ( San Pablo/ Richmond) , and Opportunity West . The project will also include other persons or agencies who have direct contact with youth , such as the clergy . Information , expert training and consultation will be made available to the Ministerial Alliance , Catholic Charities , and the Greater Richmond Interfaith Program. Other activities which will be supported through this project in addition to those administered by the collaborating agencies , include area-wide conferences and training on prevention , the effects of drug abuse on mental health , and media campaigns to educate younger youth about the seriousness of AIDS and drug abuse . This Amendment was reviewed and recommended for approval by the County ' s Mental Health Advisory Board at it.s meeting on September 24 , 1987 (as shown by the Mental Health -Advisory Board letter dated September 24 , 1987 which is included in the Amendment document) . In order to meet the deadline for submission, draft copies of the Amendment have already been forwarded to the State Depart- ment of Mental Health , but subject to Board approval . Six certified copies of the Board Order authorizing submission should be returned to the Contracts and Grants Unit for transmittal to the State . DG: gm
