SUBJECT;
Phoenix Programs , Inc .
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION :
Approve and authorize the Chair to execute on behalf of the
County, Novation Contract 424-385-2 with Phoenix Programs , Inc .
in the amount of $959 , 579 for the period July -1 , 1987 through
June 30, 1988 for provision of start-up services , facility reno- .
vation , purchase of furnishings and equipment and operation of
three Multi-Service Centers and one twenty-bed Shelter/Multi-
Service Center for the homeless mentally disabled . This
contract includes an automatic contract extension through
December 31 , 1988 with a six-month payment limit of $229 , 988 .
II . FINANCIAL IMPACT :
This contract is included in the FY 1987-88 Budget of the
Alcohol/Drug Abuse/Mental Health Division in the Health
Services Department ( Cost Center 45942) and is funded 90% by
State Short-Doyle Targeted Supplemental Funds for the Homeless ,
and 10% County Matching Funds . $487 , 998 is funded out of the
County' s FY 1987-88 allocation of State Targeted Supplemental
Funds for the Homeless , and the remaining $471 , 581 is funded out
of the State-approved "Rollover " of unexpended FY 1986-87 State
Targeted Supplemental Funds for the Homeless .
III . REASONS FOR RECOMMENDATIONS/BACKGROUND :
On July '13 , 1987 , the State Department of Mental Health approved
Contra Costa County' s Rollover Proposal for Retention of
Unexpended FY 1986-87 State Homeless Program Funds for use in
FY 1987-88 , which the Board approved for submission on June 16 ,
1987 . In addition , the County has received an FY 1987-88 allo-
cation of State Targeted Supplemental Funds for the Homeless .
This contract represents the County' s primary effort to provide
services to the homeless mentally disabled population and will
establish and operate three multi-service centers and one 20-bed
shelter . During FY 1986-87 , the West County Center was opened
and development began on the other two centers and the shelter .

Novation Contract #24-385-2 provides for ongoing operating costs
of the West County facility (San Pablo) and start-up , renovation
and operating costs of the Central County ( to be determined) and
East County (Antioch) facilities .
This document has been approved by the Department ' s Contracts
and Grants Administrator in accordance with the guidelines
approved by the Board ' s Order of December 1 , 1981 (Guidelines
for contract preparation and processing', Health Services
Department) .
