Bragdon Contra Director of Community Development Costa DATE: August 27 , 1987 Courty SUBJECT: Hearing on Rezoning Application #2721-RZ to rezone 57.7 acres of land composed of four irregularly-shaped parcels with frontage on Laurel Avenue, Brown Road, and Carpenter Road, in the Oakley area, from General Agricultural District (A-2 ) to Planned Unit District (P-1 ) filed by Bellecci and Associates (Applicants) and Audrey Smith (Owner) . SPECIFIC REQUEST S) OR RECOMMENDATIONS(S) 6 BACKGROUND AND JUSTIFICATION RECOMMENDATIONS 1. Approve Rezoning Application #2721-RZ as recommended by the East County Regional Planning Commission. 2. Adopt the East County Regional Planning Commission' s findings as set forth in Resolution No. 50-1987 as the determinations for these actions. 3 . Introduce the ordinance giving effect to the aforesaid rezoning, waive reading and set date for adoption of same.. s` CONTINUED ON ATTACHMENT: YES SIGNATURE- ACTION OF BOARD ON October 6. 19811, APPROVED AS RECOMMENDED OTHER . X Jean Mesick , Community Development Department , described the project and project site and recommended approval of the rezoning applica- tion and accompanying preliminary development plan. Supervisor Torlakson requested clarification on the timing of the park buildout for this project. The public hearing was opened and Mr. Frank Bellecci , representing Bellecci and Associates, requested approval of the application. No one appearing in opposition, the public hearing was closed. Supervisor Torlakson recommended approval of the application with direction to staff to work out details of the park maintainence condition and requiring CC&R' s with enforcement as was done in the Rural California Housing Project. Karl Wandry, Community Development Department , commented that the department would return with findings and conditions for Board consideration. Therefore, IT IS BY THE BOARD ORDERED that the Board DECLARES ITS INTENT to approve recommendations 1 and 2 and Ordinance No. 87-104 is INTRODUCED and staff is REQUESTED to prepare the appropriate documentation for Board consideration.
