COUNTY TO CONSIDER LAWSUIT OVER BART EXTENSION TO COLMA
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
REQUEST:
On behalf of Martinez, Alhambra Valley, Mountain View, Vine
Hill and West County residents living in El Sobrante,
Pinole, Hercules, Crockett, Rodeo, Montalvin Manor, Tara
Hills and Port Costa, it is requested that the Board direct
County Counsel to explore the possibility of suing the
transit district to stop the Colma agreement.
BACKGROUND:
The Colma agreement does absolutely nothing to assure West
County residents that BART is going to carry out its policy
of extending service in Contra Costa County.
Whatever San Mateo pays will never begin to match what
Contra Costa residents have been paying for over 20 years.
Residents of Contra Costa, Alameda and San Francisco
counties pay property taxes and a half-cent sales tax to
support BART. If BART expects these counties to raise sales
taxes another half-cent to pay for extensions, it would set
a precedent of double taxation for BART services.
BART directors can talk until they're blue in the face about
depots, but I again repeat - where's the train?,
