ABSTAIN: None ------------------------------------------------------------------ ------------------------------------------------------------------ SUBJECT: Illegal Dumping of Refuse Supervisor Tom Powers commented on the growing problem of illegal dumping throughout the County and submitted the attached recommendations for the Board' s consideration. Supervisor Robert Schroder noted that he had recently' been advised that CALTRANS has approximately 400 persons out every week-end picking up garbage along Contra Costa County roads and highways. Mr. Schroder advised that Burch Bachtold, ' District Manager, CALTRANS, has requested the opportunity to discuss the problem with the Board. Board members being in agreement, IT IS ORDERED that the proposal submitted by Supervisor Powers is REFERRED to the County Administrator to work with the appropriate County Departments to develop an integrated plan and report to the Internal Operations, Committee. That the Contra Costa County Board of Supervisors take action to curb illegal dumping of trash throughout the county. This action should include the following: 1) Encourage the enforcement of County Ordinance 418-2.008 (b) regarding uncovered . loads by increasing the penalty to $250 �to be used for funding an enforcement program. 2). Develop a system to offer a reward for information ':leading to the offenders of County Ordinance 416-14.006 (illegal dumping of refuse) . 3) Analyze the costs incurred in cleaning up illegal dump sites both on private and county property. • i 4) Investigate the possibility of providing more frequent collections of large trash items and/or establish a county hot-line to tell people how to get rid of trash. 5) Request the Sanitation Districts to design and evaluate a county-wide recycling program. BACKGROUND: The proliferation of illegal dumping in West and East County necessitates that stiffer penalties be imposed and that the 'l'money collected be used to establish an enforcement program. An analysis of the cost of cleaning up illegal dumping might show that use of funds for surveillance of illegal dump sites is less costly than the cost of clean-up.
