FINANCIAL IMPACT None BACKGROUND On June 9, 1987 your Board directed me to enter into negotiations with the owners of Alhambra Convalescent Hospital for possible County acquisition of the facility. From that time, Health Services Department staff and staff from General Services Administration undertook a number of steps to fully explore this option and to respond to your directive. In early July General Services contracted with the Ratcliff Architects to conduct a study of the facility considering the architectural , structural , mechanical , electrical , and cost aspects of a county operation. While there were certain problems with the facility, it seemed worthwhile to continue with the negotiations. From June 9..until the announcement that an administrator of another convalescent hospital in the County had leased Alhambra, General Services Lease Management and Health Services Department staff met several times with the owners of the convalescent hospital , and with the exception of the County' s limit of a two year lease and final agreement on purchase price and monthly lease amount, most issues had been worked out to our mutual satisfac- tion. During the course of the negotiations we were aware that others were negotiating with the owners, but our responsibilities to acquire property at a reasonable price and the financial uncertainties of operating this long term care facility required that we proceed with the utmost caution. I do not regret the outcome, as there were certainly as many disadvantages associated with assuming the operation of that particular facility as there were advantages. I still believe, however, that the County should enter the long term care field to ensure access to nursing home care in the county for our patients. I will continue to report to you and to seek your direction on any other opportunities or suggestions on how that can be achieved. We intend to work closely with the new operators of the Alhambra Convalescent Hospital to that end as well .
