AUTHORIZATION TO SUBMIT CDBG APPLICATION FOR
CONSTRUCTION OF A CHILD CARE CENTER AT
CA011002, LOS MEDANOS, WEST PITTSBURG
I . RECOMMENDED ACTION:
Authorize the Executive Director of the Housing Authority of the County of
Contra Costa to submit a $150,000 Community Development Block Grant (CDBG) funding
application for 1988/89 to enable the Housing Authority to construct a child care
facility at the Los Medanos public housing development in West Pittsburg, as
recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
A total of $375,000 is 'needed to enable the Housing Authority to construct a
child care center facility at the Los Medanos public housing development in West
Pittsburg. An application would be submitted to the CDBG program requesting 40% of
this total , or $150,000. The remaining $225,000 would be funded by the Housing ,
Authority through donation of the land site valued at $50,000 and $175,000 from
the operating budget for 1988/89 and/or the Local Management Fund.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
One of the goals of the Housing Authority is to encourage private and community
agencies to provide non-shelter services to low-income families. Day care facilities
are provided by community agencies in Housing Authority facilities located in
.Pittsburg, Brentwood and Rodeo. At Los Medanos in West Pittsburg, no Housing
Authority facilities are available for child care or other related services.
The Family Stress Center Head Start Head Start Program in West Pittsburg serves
112 low income pre-schoolers and their families. Of the 112 children served through
this Head Start Program, 38 reside in West Pittsburg. This vitally needed program is
in jeopardy because of the lack of a permanent and adequate site in West Pittsburg.
The Housing Authority is prepared to offer a site and matching funds to
construct a permanent Head Start Facility in West Pittsburg. The proposed facility
will consist of 3,000 square feet of space to provide child care, parent education,
child abuse prevention, conference room and other related services to the West

Pittsburg low income community. Family Stress Center will lease the proposed
facility to operate its Head Start Program and the child care center would be
designed to serve up to 40 children between the ages of 3 to 5 years. However, the
proposed facility cannot be built without assistance from the Community Development
Block Grant Program. '
At its Regular Meeting on September 21, 1987, the Advisory Housing Commission
recommended that the Housing Authority submit an application to the County' s
Community Development Block Grant (CDBG) Program requesting 40% matching funds to
enable the Housing Authority to construct a child care facility at the Los Medanos
public housing development in West Pittsburg.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not approve submission of an
application for $150,000 in Community Development Block Grant Program funds, the
Housing Authority would be unable to construct the child care facility at its Los
Medanos public housing development in West Pittsburg and the important Family Stress
Center Head Start Program could become unavailable to the low-income community in
West Pittsburg.

REPLACEMENT OF WALL FURNACES
I. RECOMMENDED ACTION:
Authorize the Executive Director of the Housing Authority of the County of
Contra Costa to submit a $136,800 Community Development Block Grant (CDBG) funding
application for 1988/89 to implement the Housing Authority's wall furnace replacement
program, as recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
,A total of $273,600 is needed to implement the Housing Authority' s wall furnace
replacement program. An application would be submitted to the CDBG program
requesting 50% of. this total , or $136,800. The remaining $136,800 would be funded by
the Housing Authority through either the operating budget for 1988/89 or the Local
Management Fund.
III . REASONS FOR RECOMMENDATION/BACKGROUND:
One of the primary goals of the Housing Authority is to modernize all of its
1140 public housing units which are located throughout the county. The principal
funding resource used to accomplish this goal has been the HUD Comprehensive
Improvement Assistance Program (CIAP) .
In the past five years the Housing Authority has been successful in obtaining
over $17,000,000 in CIAP funds to modernize the Las Deltas housing development in
North Richmond, Bayo Vista in Rodeo, begin Phase I at El Pueblo in Pittsburg, and
accomplish some scattered emergency work projects in other housing developments.
Some physical improvements are funded through the Housing Authority's annual
operating budget, however, there are insufficient funds in the annual operating
budget to pay for all of the necessary physical improvements. One costly major
physical improvement which needs to be addressed next year is the replacement of wall
furnaces at Las Deltas in North Richmond and Los Arboles in Oakley. The $136,800
requested from CDBG, combined with the matching funds from the Housing Authority,
would enable the replacement of badly worn wall furnaces in these two public housing
developments. A total of 288 wall furnaces, ranging in age from 26 to 35 years,
would be replaced.

At its Regular Meeting on September 21, 1987, the Advisory Housing Commission

IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not approve submission of an
application for $136,800 in Community Development Block Grant Program funds, the wall
heater replacement program would suffer delays in funding and the Housing Authority
would be unable to replace the badly worn wall heaters at this time. Delays in .the
wall heater replacement program would result in a considerable cost increase and
additional funding difficulties.

AUTHORIZATION TO SUBMIT CDBG APPLICATION FOR FUNDING OF THE
RENTAL REHABILITATION AND SECOND UNIT PROGRAMS
I. RECOMMENDED ACTION:
Authorize the Executive Director of the Housing Authority of the County of
Contra Costa to submit a $70,000 Community Development Block Grant (CDBG) funding
application for 1988-89 to continue the Rental Rehabilitation and Second Unit
Programs; and to execute whatever forms are necessary in this endeavor, as
recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
The $70,000 .being requested in a CDBG application is necessary to cover the
administration and actual implementation costs of the Rental Rehabilitation and
Second Unit Programs. Under the Department of Housing and Urban Develoment (HUD)
Rehabilitation Program there is no allowance to cover administrative or
implementation costs. Without the $70,000 in CDBG funding, the continuation of these
established, successful programs would be jeopardized. The Housing Authority will
provide matching funds of $40,000 through either the operating budget for 1988/89 or
the Local Management Fund. It is estimated that the investment of $70,000 in CDBG
funds for 1988/89 and $40,000 in Housing Authority funds will yield $978,000 in
rehabilitation and second unit program activity.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
In the past three years the Housing Authority has been successful in obtaining
funding from the Contra Costa County Community Development Block Grant (CDBG) Program
to develop and implement countywide Rental Rehabilitation and Second Unit Programs.
Continued CDBG funding is vital as it provides a program base from which federal ,
state and other funding sources are leveraged. To date, the Rental Rehabilitation
Program has committed $635,067 in funds which has generated $1,682,264 of
rehabilitation activity. The average cost of rehabilitation a unit has been $9,451.
This program has expanded the supply of affordable rental housing units available for
low income families in Contra Costa County.
The Second Unit Program is jointly sponsored by the County Community
Development Department, the San Francisco Development Fund and the Housing Authority.

The Program, which is named DUO (Double Unit Opportunity), is locally administered by
the Housing Authority's Rental Rehabilitation staff. At the present time, staff has
completed three applications and is processing an additional six applications for the
Second Unit Program.
At its Regular Meeting on September 21, 1987, the Advisory Housing Commission
moved to recommend approval of a $70,000 CDBG funding application for 1988/89 to
continue the Rental Rehabilitation and Second Unit Programs.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners fail to respond positively to this request
to submit an application for $70,000 in Community Development Block Grant Program
funds, the Rental Rehabilitation and the Second Unit (DUO) Programs would be severely
jeopardized and funding would not be available to administer the Programs.
Additionally, the Board of Commissioners would be adopting a posture contrary to its
position of providing decent, safe and sanitary housing for low-income families.
