SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTIONS.:
A. Approve a further amendment to the County Mental Health Plan
for Fiscal Year 1986-87 to incorporate a revised proposal
for retention of unexpended FY 1986-87 State mental health
funds for use in FY 1987-88 , as follows :

Mental Health Funds in FY 1987-88;

109 County Match in the FY 1987-88 Health Services Depart-
ment Btil'dget , not to exceed $6 , 373 in County funds ; and
D . Authorize the Health Services Director or his designee
( Stuart McCullough) to submit the . Revised Rollover Proposal
for retention of unexpended FY 1986-87 State funds to the
State Department of Mental Health .
II . FINANCIAL IMPACT :
This Revised Rollover Proposal , if approved by the State
Department of Mental Health, will permit the "rollover " of these
unexpended FY 1986-87 State funds for use in FY 1987-88 to
augment the County ' s Mental Health System. - These anticipated
rollover funds will be used to fund one-time-only project acti-
vities in FY 1987-88 .
Approval of this Revised Rollover Proposal does not obligate the
County to make any expenditures and all required matching County
funds are subject to availability as determined by the County
Budget for FY 1987-88 .

Revised Rollover Proposal for Retention of
Unexpended FY 1986-87 State Mental Health Funds

III . REASONS FOR RECOMMENDATIONS/BACKGROUND:
On June 16 , . 1987 , the Board approved a Rollover Proposal to
retain an estimated $1 , 030 , 113 in unexpended FY 86-87 State
Mental Health Funds to conduct one-time-only projects in
FY 87-88 , including two Homeless Program projects ( food/lodging
voucher program and multipurpose center/shelter start-up and
remodeli.ng) , SB 155 Supplemental Residential Care Support pro-
jects , acquisition of a dedicated mental health client data
computer system, targeted supplemental geriatrics outreach
projects and AB 3632 Special Education Pupil projects .
At the end of July 1987 , the County received a revised FY 86-87
allocation letter from the State Department of Mental Health
showing that $57 , 361 in additional State Short-Doyle funds had
been transferred from Marin County to Contra Costa County,
representing the balance of unexpended FY 86-87 funds which
resulted from the movement of Contra Costa County patients out
of Marin County ' s Canyon Manor program in the first quarter of
FY 86-87 .
In order for the County to be eligible to retain unexpended
State funds , the State requires submission of a Board Order
certifying that the County will provide the required matching
funds . These rollover dollars will be used to fund one-time-
only projects which are greatly needed to augment and enhance
the County ' s mental health system in FY 1987-88 , particularly to
augment the previously approved project to develop and acquire a
dedicated mental health client data computer system and to fund
a six-month Senior Peer Counseling Outreach Project .
The Revised Rollover Proposal also makes some changes in the
previously approved targeted supplemental geriatrics outreach
projects due to the loss of a project site , with no change in
the total amount of State funds or required matching County
funds .
In order to meet the deadline for submission , draft copies of
the Revised Rollover Proposal have already been forwarded to the
State Department of Mental Health , but subject to Board approval .
Four certified copies of the Board Order authorizing submission
should be returned to the Contracts and Grants Unit for trans-
mittal to the State .
