Bragdon �a Director of Community Development DATE: January 7; 1987 Coirty SUBJECT: General Plan Amendment Request by Marguerite Wendt --------==--------------------------------------------------------------------------------- ------------------------------------------------------------------------------------------- SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND JUSTIFICATION RECOMMENDATION Do not authorize a General Plan review as requested by Marguerite Wendt for a 165 acre property located on the south side of Camino Tassajara Road southerly of the Blackhawk community. BACKGROUND Ms. Marguerite Wendt (3969 Happy Valley Road, Lafayette, CA 94549) has requested a General Plan amendment. to change the designation of the 165 acre property from General Open Space to Single Family Residential Low Density (1 to 3 units per net acre) . The site was included within 2218-RZ which modified the zoning within the area for the purpose of protecting the agricultural resources of the Tassajara area. This site was rezoned from A-2 (5 acre minimum) to roughly split the site in an east-west direction to A-40 (40 acre minimum) and A-3 (10 acre minimum) . The A-3 is located along Camino Tassajara; it would allow for ten acre ranchettes in that portion of the property consistent with the adjacent land ownerships. The County General Plan designates the site as General Open Space. All of the land easterly of the Dougherty Road General Plan amendment (south of Camino Tassajara) is designated as General Open Space. The lands designated for urban development within that amendment are approximately 7,200 feet to the west (well over a mile away) . Blackhawk Ranch is developing immediately to the north. When the Hansen Lane General Plan Amendment (located 1,600 feet to the north and west of the site) was adopted by the Board of Supervisors, the Board deleted any urban designations south of Camino Tassajara. The Board has declined to authorize studies for two other plan amendments south of Camino Tassajara in this general area within'.the past two years. On August 5, 1986, the Board unanimously adopted a report from Supervisor Tom Powers on growth management and transportation. Among the recommendations of that report was the following: "Adopt a strong policy against the conversion of open spacer,and?} ag:ri,Cul°tural lands until the writing of the County General Plan update." Based on the aforementioned decisions and the County' seffort to protect the Tassajara area for agricultural purposes, I recommend that this General an amendment request not be authorized. Bragdon Costa Director of Community Development CoLay DATE: January 7, 1987 SUBJECT: General Plan Amendment Request by the Athenian School ------------------------------------------------------------------------------------------- SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND JUSTIFICATION RECOMMENDED ACTION .Authorize a General Plan review, as requested by the Athenian School , for an approximately 45 acre area on their property located northerly of Blackhawk Road immediately east of Mt. Diablo Scenic Drive in the Diablo/Blackhawk area. The amendment area may be enlarged to include all the Athenian land holdings and adjacent lands to the north and east. By authorizing the review, staff will proceed by preparing a report which will be scheduled for public hearing before the San Ramon Valley Regional Planning Commission. Following this, the commission will forward its recommendation to the Board of Supervisors for public hearing and final determination. Conner ------------------------------------------------------------------------------------------- ------------------------------------------------------------------------------------------- � SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND JUSTIFICATION RECOMMENDED ACTION !Authorize a General Plan review, as requested by Edward H. Conner, for an approximately one acre site of land located on the Bethel Island Golf Course property northerly of Gateway Road in the Bethel Island area. ,By authorizing the review, staff will proceed by preparing a report which will be scheduled for public hearing before the East County Regional Planning Commission. Following this, the commission will forward its recommendation to the Board for public hearing and a final determination. BACKGROUND Mr. Edward H. Conner of Lafayette, California, has requested a General Plan amendment to change the designation of the property from Parks and Recreation to Commercial . The applicant proposes to build a motel on site. This golf course portion of Bethel Island was covered by a General Plan amendment in 1984. That plan amendment changed the designation from Agricultural-Residential to Multiple Family Residential Low Density and Parks and Recreation. This split designation on the site committed the property to a development future as a matter of Board policy subject to fulfilling the other requirements of the General Plan. There are some locational problems with placing a commercial use in this location; the site has no frontage on a main road. Additionally, the ability to provide an adequate potable water supply to the site has not yet been determined. The applicant is pressing for a hearing on this amendment concept. Staff feels that the appropriateness of the request can best be judged through the public hearing process and recommends that the study be authorized as requested. It should be pointed out that the B hel Island Specific Plan may begin in the near future and that any plan amendment will cootinated ith :that effort.
