Office of ----- County Administrator To: Board of Supervisors Date: January 6, 1987 via Phil Batchelor, County Administrator From: Mark Finucane, Subject: Contract 29-322 Health Services Director AB 1803 Program Under Contract 29-322 with the State of California, Department of Health Ser- vices, the Health Services Department has been assessing small water systems in the County to determine the extent of organic chemical contaminants in these systems. This one time only contract for $56,925 which was approved by your Board on February 11, 1986 was funded under AB 1803. On June 17, 1986 the contract was amended to increase the State funding by $5,670 to a new payment limit of $62,595. All testing of the water systems was completed by November 1986 and we have pre- pared a final ,;,report to the State documenting the activities and findings of our local AB 180:1 program. In summary, that report indicates the following: 1. Seventy-seven (77) County water systems, served by wells, were evaluated. The systems are located in south county, west Pittsburg, Antioch and east county. 2. The type of laboratory analyses was determined by examining the historical presence of organic compounds in the general area of a particular water system. The types of analyses included heavy agricultural , medium/light agricultural, range land or similar land uses, industr.ial and residential/commer- cial . 3. Of the water systems evaluated, four contained detectable amounts of organics. None of these contained significant levels compared .to health action levels set by the State. However, these owners have been notified that an annual retest will be necessary to ensure that the level of organics remains safe. In conclusion, we are pleased to report that Contra Costa County' s small water systems do not exhibit levels of organic contaminants that pose any threat to the health of the consumers.
