I. PROJECT DEVBLOPMEFTP
A. Current Status
1. Design
The County Administrator, Sheriff, Architect and Project Manager
presented the revised Schematic Phase Design to the Board of
Supervisors on December 9. This first phase submittal was
approved and the Architect was directed to proceed with the Design
Development Phase. During the next phase, the Architect has been
asked to ensure that the facility is attractive to the public as
viewed from the outside (both the landscaping and careful use of
building materials). The Board also wanted assurance of a
state-of-the-art secure perimeter.
On December 10, the Board of Corrections granted "Pilot Project"
status to the project that will allow a Title 15 variance in the
design of the general population housing buildings. The Board
authorization allows the centralized placement of toilets and
sinks (thus eliminating these fixtures in 480 of the 512 inmate
rooms) and reduced security standards for building glazing and
light fixtures.
Following Schematic Design Phase approval, the Architect conducted
the following series of design workshops:
Dec. 9 - Kitchen, Laundry, Maintenance and Housekeeping
Dec. 17 - Administration and Operations
Dec. 18 - Inmate Programs Area
Dec. 19 - Outpatient Clinic
Dec. 22 - Maintenance Shops
Dec. 30 - Integrated Security Plan
A number of revised drawings were resubmitted showing changes
discussed in these workshops. The transportation, kitchen,
laundry and housekeeping area still requires basic layout
modifications. The remaining areas have well defined floor plans.
2. Community Participation
Concurrent with Schematic Design phase approval, the Board of
Supervisors also accepted the WCJC Advisory Group's report. The
County Administrator's staff is currently developing an
affirmative action policy for use by the County in selecting its
consultants and vendors. The County Administrator will report
back to the Board on the status of this effort by mid-February.

The WCJC Advisory Group held its monthly meeting on December 10,
with each committee giving a status report along with the Chair
reporting on the Board of Supervisors' action the previous day.
The project's revised plans and elevations were presented to the
group.
The Design Committee met on December 1 to review the design
revisions prior to their presentation to the Board of Supervisors.
There was general approval in the changes, which resulted in
reduced building height and site changes that increased the
landscaped buffer area along the adjacent park entry walk.
The Employment and Training Committee met on December 10. The
Committee is reviewing the existing job requirements for deputy
sheriff and non-sworn positions. This area of review will include
recruitment and training opportunities and career ladders within
the Sheriff's Department.
The Related Facilities and Services Committee met on December 9 to
explore the possibility of a municipal court at the WCJC. The
meeting included a tour of the Bay Court, which included a
municipal courtroom, the arraignment courtroom and holding
facilities.
3. Site Acquisition
The engineering firm of Reimer Associates is preparing an
engineering and planning analysis of the project site and adjacent
undeveloped land for use by the County's consulting appraisers.
c The deadline for the appraisal reports has been extended to allow
the engineering study to be completed.
4. Environmental Review
In response to the Pinole Point Properties CEQA complaint, the
County filed both the Record and its answer to the complaint with
the Court. Following the County's action, the plaintiff requested
a hearing.
B. Upcoming Activities
1. Design
The Architect has shortened the Design Development schedule to
make up for the additipnal time used to complete the Schematic
Phase review. The next formal submittal is scheduled for late
February. There will be additional design workshops with two
4 scheduled in January.

The revisions to the administration/operations/services building
will be presented on January 8 with the next security workshop
scheduled for January 20 and 21.
2. Community Participation
The Advisory Group will meet on January 28 and will include
reports from each of the Group's committees. The Related
Facilities and Services Committee's next meeting is scheduled for
January 13. The Employment and Training Committee will meet on
January 28. The next Design Committee will be scheduled after
receipt of revised project drawings reflecting the current design
modifications.
The Project Manager is participating in meetings on Richmond's
Shoreline Conservation and Development Strategy. The WCJC site
location and acceptable adjacent land uses has become an issue in
the recently published Technical Memorandum No. 3. The Citizens'
Advisory Committee for this planning effort has endorsed an
alternate plan for the North Richmond area. The Citizens'
Advisory Committee and planning consultant will present an
overview of the alternative proposals and recommendations to a
joint City Council/Planning Commission meeting on January 7.
3. Site Acquisition
The consultant's engineering and planning analysis is expected the
early part of January. Upon acceptance by the County, this
information will be given to the consulting appraisers for their
information and consideration. The appraisal reports are expected
by the end of January. Once accepted, a purchase offer for the
site will be forwarded to the property owner.
4. Environmental Review
The County and Plaintiff will meet with the assigned judge in
January to establish a briefing schedule and hearing date.

II. PENDING ACTION ITEMS
A. Define the Site Boundaries
Problem: The selected project site is a portion of a larger site.
Before an offer can be made, the site boundaries, site area and new
easements and rights-of-way must be surveyed and defined. This
information is also needed by the appraisers before they can complete
their work.
Action: The 40 scale topographic drawings showing site boundaries and
distances were provided to Real Property, Public Works Department in
December. The consulting civil surveyor has since been asked to
calculate the areas for the various rights-of-way and to describe the
area required by the County to construct an extension to the steel
plant access road. A similar set of topographic drawings will be
given to the Architect once the recently surveyed field data is drawn
on these drawings. Both sets of drawings will be completed in
January.

III. AREA OF CONCERN
1. Off-site Improvements
The project plan proposes construction of off-site roads and utilities
next summer, thus avoiding construction conflicts and delays when the
project construction begins in the spring of 1988. The relocated
access road to the Marwais steel plant is part of the construction
planned this summer. At present, this work is being designed with the
assumption that the new portion of this access will be a private road
along the northern boundary of the WCJC site. The final alignment of
this road will be determined after discussions with both the property
owner and the City of Richmond.
The Richmond Planning Department is currently developing new planning
and land use strategies for the City's northern shoreline area.
Assuming a number of different future uses for the currently
undeveloped land north of the project site, the City staff is
concerned with the quality of the landscaped buffer in this area and,
the width and placement of the access road. They are also considering
designating the proposed access road as a city street. The County's
project team should continue to meet with Richmond staff to resolve
this question. This discussion should also involve Pinole Point
Properties, the property owner. Before they can respond to the access
road issue, the County needs to make a purchase offer which would
include a legal description of the site boundaries and access road
alignment. Hopefully, an offer can be made in late January.

IV. COST REPORT
During the last budget reporting month (November 14 - December 11),
$102,937 in payments was issued. The expenditures to date total $913,927.
The total project budget for the West County Justice Center is
$48,760,695, of which $36,507,521 is to be provided by the California
Board of Corrections. The following cost summary is based on the
predesign program cost breakdown and shows authorized funding, contractual
obligations and County expenditures.
County appropriations to date total $7,588,1691. Based on current
projections, a cumulative total of approximately $2,478,000 will be spent
for project consultants, supplies and County staff reimbursements as of
June 1987, the end of this fiscal year. The remaining $5,110,000 is
available for the site purchase. The estimated land cost ranges from
$4,750,000 to $5,250,000.

V. SCHEDULE
The Schematic Design phase was approved by the Board of Supervisors on
December 9, three weeks later than the original project schedule. The
Architect proposes to submit the Design Development drawings and reports
on February 16 and estimate on February 24, thus bringing the design in
line with the original schedule.
The consulting appraisers have been authorized additional time to complete
their work. These reports were due the first week in November. It now
appears that the reports will be submitted in January. This delay will
cause the off-site construction contract award to be delayed from May
until July. This delay should not impact the award of the major
construction contract scheduled for award in May 1988.
