Spooner, Contracts Administrator �I` DATE; January 8, 1987 CA JU. � SUBJECT; APPLICATIONS TO THE STATE DEPARTMENT OF HEALTH SERVICES FOR IJI SPECIAL NEEDS AND PRIORITIES FUNDS SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chair to execute on behalf of the County, applications to the State Department of Health Services for State AB 8 Special Needs and Priorities (SNAP) funding in the amount of $484,595 for the 1986-87 Budget Act. II. FINANCIAL IMPACT: The total cost of the projects is $657,787. Funds requested from the State total $484,595. Necessary County matching funds are $173,192. It should be noted that no matching funds are required for the Distressed County Facility category. No additional allocation is requested by the Department. All matching funds for approved grants will be funded within the Health Services Department budget. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: Each year the State Department of Health Services makes AB 8 Special Needs and Priorities (SNAP) funds available to counties. This year the County is applying for State SNAP funding under the following categories: Distressed County Facilities, Refugee Health Programs, and Computerized Information Systems. The State awarded Contra Costa County $851000 .in SNAP funds during the last previous State budget year for renovation and repairs at Merrithew Memorial Hospital, $30,000 for comprehensive Public Health case-finding for refugees, and $40,000 for an auto- mated vital statistics system. To meet the State's January 5, 1987 deadline for that category, the Refugee Health Program application was submitted to the State on December 31, 1986, contingent upon Board approval. The remaining applications were submitted to the State on January 12, 1987 to meet the State's January 19, 1987 deadline for the Distressed County Facilities and Computerized Information Systems categories, but subject to approval by the Board of Supervisors.
