Yancey, District. Attorney Date. November 19, 1986 Subject: Purchase of A Car to Replace Vehicle 41910, 1980 Ford 2 Door Compact Sedan Vehicle 41910 which was assigned to Lieutenant. of Inspectors . Harold Franklin was involved in a vehicle accident on or about November 5, 1986 and was total- led. As far as we know, Lieutenant Franklin was backing his car out of his driveway when he was struck by another car. The accident occured at about darkness and the other car did not have its lights on. According to Franklin, he did not see the other car approaching his vehicle before the accident. The accident was not investigated by the Richmond Police Department . It appears that both parties were at fault and contributed toward the accident. General. Services has advised that the frame of Vehicle #1910 was bent and would cost approximately $1,178.25 to repair the car. This vehicle has been operated in excess of 130,000 miles and is 6 years old. It does not. appear cost effective to have the vehicle repaired. Mr. Al Barba of General Services advises that this vehicle has accumulated $4,525 in depreciation and would be worth an additional $800 in salvage value. The cost. of a replacement vehicle will approximate $9,000. The depreciation and salvage value of Vehicle 41910 will be about $5,325. We will be able to match the $5,325 with an additional $3,675 by an appropriation adjustment . Approval. is therefore requested to permit. us to use the accumulated depreciation and salvage from Vehicle 41910 to be applied toward the purchase price of a new car. Once approval has been received from your office, we will. initiate an appropriation adjustment to program sufficient funds in Account. 40063 - Autos & Trucks, Organization 0063 so that the General Services Department will have the funds available to purchase a new replacement automobile.
