Herndon, 724 Charlton, Pleasant Hill , from an adminis- trative decision of the Appeals and Complaints Division of the Social Service Department; Audrey Jane Sturgess , Appeals Officer, advised that Mr. Herndon had applied for general assistance upon termination of his employment. She reviewed for the Board the guidelines and regula- tions used by the Social Service Department in determining eligibi- lity for general assistance, advised that the claimant challenged the Department's decision with respect to those regulations and that the claimant was present and desired to address the Board. Mr. Herndon advised that he was of the opinion that the guidelines and regulations for denying general assistance were meaningless , ambiguous and confusing and cannot be applied with any degree of certainty. The Board briefly discussed the application of the regula- tions with Mr. Herndon.
