Authorizes a stipend of $50 per meeting not to exceed $100 per month and a mileage reimbursement of . 22 per mile. 2. Endorses this policy as an equity measure for commissions involved in the planning process and not as a precedent for payment of stipends or mileage reimbursement for any other Board appointed commissions and/or committees. 3 . Directs CAO staff to proceed with further evaluation of a reimburse- ment cap for the Countywide commission, which appropriately reflects the present scope of that commission activities in comparison to the scope of regional commission activities. 4. Directs the CAO to present that evaluation during the budget process review for fiscal year 1987-88 inclusion. 5. Concurs that this policy applies to any meeting, workshop, seminar or field trip which regional planning commissioners may attend. FINANCIAL IMPACT Providing $50 per meeting stipends and mileage reimbursement to members of the East County and San Ramon Valley Regional Planning Commissions within the parameters discussed above should cost approximately $22, 500 annually. If this policy is adopted effective January 1, 1987 , the cost for the balance of the current fiscal year would be approximately $11, 250. Review of the Community Development Department budget indicates that such costs can be covered by projected salary savings. These figures do not include departmental staff costs incurred in support of commission activities. CC: Community Development ATTESTED 3`/ County Auditor-Controller PHIL ATCHELOR, CLERK OF THE BOARD OF County Administrator SUPERVISORS AND COUNTY ADMINISTRATOR M382/7-83 BY 'DEPUTY BACKGROUND: The Board, during December 1986, received several reports from the County Administrator providing financial and background information on the pro- posed payment of meeting stipends to members of the East County and San Ramon Valley Regional Planning Commissions. The Board referred the matter to the Finance Committee for review and development of a recommendation on the appropriateness of regional commission members remuneration. On March 11, 1986 the Board approved, in concept, the establishment of an East County Regional Planning Commission as proposed in a report prepared by the East County Regional Planning Commission Task Force. At that time the issue of commission member remuneration was left for further considera- tion. On June 10 , 1986 the Board adopted an ordinance establishing the East County and San Ramon Valley Regional Planning Commissions. No provi- sion was made for commission member remuneration. Subsequent discussion has determined that a policy decision must be made by the Board on this matter. There are 44 Board appointed commissions or committees which receive some form of reimbursement. Because of the unique nature of the planning process, the decision to pay the commissioners has received high attention by the Board.
